General Description and Classification Standards

The Airport Assistant General Manager, Administrative Services reports to the Deputy General Manager. This position will direct multiple assigned major airport business functions including procurement, contract management, inventory control, fleet management, data analytics, budget management, quality assurance, and employee support services.

The position is responsible for both strategic planning and business operations, allocates budgeted resources as needed, establishes processes and procedures, plays a significant role in developing policies, and procedures.

  • The person in this role will be a high-functioning, results-oriented, self-directed professional with the ability to acclimate to a fast paced, changing environment, while performing a variety of complex tasks requiring initiative and a significant amount of judgment in problem-solving. They will be a key player in providing comprehensive, insightful, and accurate financial analysis and reporting to management for informed decision-making
  • This is a fully seasoned senior leadership position in the Airport organization charged with responsibility for directing multiple specialized functions and a large team within the airport through multiple director or manager level positions

Essential Duties & Responsibilities

General

  • Ensure high degree of performance related to budget management, procurement and contract management, internal and external compliance reporting, and data analytics
  • Provide guidance to Executive Team and Senior Staff
  • Establishes working relationships with all Airport leadership, business partners, department management, local governments, and all other pertinent organizations with respect to the areas assigned
  • Serves as a member of the senior management team and provides significant input into overall strategic, business, and financial plans
  • Responsible for the compliance and audit processes
  • Responsible for the accurate and timely reporting of financial information to Senior and Executive Management
  • Directly responsible for the preparation and delivery all monthly, quarterly, and annual reporting needs
  • Maintain compliance and reporting in accordance with City policies
  • Responsible for business service operations and record keeping
  • Assisting/leading the development of performance metrics for operational evaluation and reporting purposes
  • Maintain records in accordance with City of Atlanta policy and municipal codes
  • Responsible for the overall budget development process for the business unit budgets and financial analysis
  • Responsible for monthly, quarterly, and annual expense forecasts; understanding the financial impact of legislation developed for the Airport
  • Department contact for the procurement contract and RFP process
  • Directly responsible for the airport fleet, equipment, and inventory management
  • Understand the Airport’s financials in order to meet legal requirements
  • Guiding financial decisions by establishing, monitoring, and enforcing policies and procedures
  • Understanding compliance with Generally Accepted Accounting Principles in a governmental agency
  • Assists with directing, planning, and overseeing airport operations; ensures operations are handled in an efficient and effective manner.
  • Overseeing the preparation, analysis, and revisions of contracts, including terms, conditions, and amendments to ensure accuracy.
  • Ensuring all contracts comply with legal, regulatory, and company standards.
  • Maintaining detailed records, databases, and filing systems for all active and archived contracts.
  • Overseeing the design and implementing the of systems, processes, and tools used to store, manage, and distribute information.
  • Overseeing the creation, updating, and management of searchable, centralized knowledge bases to ensure accuracy.
  • Aligning knowledge operations with business goals, identifying knowledge gaps, and reporting results to leadership
  • Schedules, assigns, supervises, and participates in airport maintenance and airport operations assistance.
  • Assists in budget preparation and administration; ensures revenue is accurately obtained and handled based on standard operating policies and procedures.
  • Performs a variety of administrative duties such as completing and maintaining a variety of records and reports; prepares presentations, proposals, and correspondences for senior management and officials.
  • Communicates and interacts positively with customers, the general public, managers, employees, and other departments;
  • Establishes and maintains good working relationships
  • Supervises, trains, and evaluates subordinates.
  • Makes decisions inclusive of customer comments/concerns, financial-related matters, and operational-related matters.
  • May perform other duties as assigned.

Leadership and Management

  • Directs assigned functions at the Airport through directors and managers
  • Prepares business plans and reviews through detailed policies, and procedures
  • Reviews budgets submitted by subordinates and collaborates on priorities
  • Work closely with Human Resources on department recruiting - selection, management of staff, and development of leadership talent for the business units managed
  • Provides guidance and coaching on an ongoing basis by providing both formal and informal feedback to staff on a regular cadence
  • Collaborate with others in the research, development, and implementation of business practices, projects and functions
  • Supervise, train and evaluate the performance and professional development of assigned personnel

Decision Making

  • Position makes decisions regarding resource allocation among units managed, regarding daily operating policies and processes.
  • Position has significant input to overall Airport strategic plan and initiatives.

Leadership Provided

Position has directional authority over a group of seasoned managers and provides high level coaching and development for direct subordinates and high potential employees.

Knowledge, Skills & Abilities

Qualifications

Minimum Qualifications Education and Experience

  • Bachelor’s degree in a relevant field.
  • Minimum of ten (10) years of management.

Preferred Education and Experience

  • Minimum five (5) years in Airport management.
