Job Description

General Description and Classification Standards:

Plays a crucial role in ensuring the effective management of communications, public affairs, and operational functions within the organization. Supports the Director in administrative tasks, provides strategic communications guidance, oversees media relations, manages crisis communications, and coordinates public affairs initiatives. Additionally, oversees operational aspects such as lease agreements, vendor compliance, and property management. Collaborates closely with internal and external stakeholders, supervises staff, and contributes to strategic planning efforts.

Supervision Received:

Position makes decisions regarding resource allocation, among department management, regarding daily operating policies and processes. The ability to make effective decisions in a fast-paced work environment are paramount. Position works under very general supervision and sets own priorities and priorities for staff subject to the needs of the Airport.

Essential Duties and Responsibilities:

These are typical responsibilities for this position and should not be construed as exclusive or all inclusive.

  • Manages the negotiation and preparation of contractual agreements between the City and lessees for Airport properties.
  • Directs the preparation of financial statements and reports on the status of Airport properties and maintains database of property inventory.
  • Prepare and manage leads and feasibility assessments, asset mapping, conceptual and master planning for real estate development, cargo expansion and land revitalization.
  • Coordinate and collaborate with Air Service Development, Planning & Development, Construction and Project Management, Maintenance and Asset Management, as well as Agency Divisions including Procurement, Marketing, Legal and Compliance to develop preliminary development plans for internal and external review and presentation.
  • Review financial reports with internal departments and external partners and report value conversation and revenue generation.
  • Interface directly with stakeholders, co-development partners and vendors to define project requirements. Prepare scope of work, project delivery resource requirements, cost estimate & budget, critical path schedule & milestones, quality control, and risk identification. 
  • Prepare and draft correspondence, documents, presentations, and applications, for regulatory review and approval to the FAA and other local, state, and federal agencies.
  • Identify, procure, and direct activities of vendors and consultants necessary to support development activities related to the public entitlement, due diligence, feasibility, permits, acquisition, construction, and closing requirements; perform bid analysis, task management, draw request, and contract management.
  • Manage the activities of the project implementation team and coordinate activities cross-functionally.
  • Closely work with and monitor the Procurement process. Prepare RFQs, RFPs, and other procurement documents.
  • Collaborate with stakeholders including community involvement plans, forums, and other important informing activities.
  • Monitor and maintain the progress of each project’s critical milestones, and subsequent phasing critical path milestones against goals, objectives, approved budgets, and approved timelines including but not limited to, planning and feasibility, underwriting, preconstruction activities, financial closing, acquisition and/or disposition, and construction through asset management. Reports status and project variances.
  • Create action plans to meet objectives, budget, and critical path schedule. Maintain project documentation governance aligned with agency standards. Ensure project data integrity and documentation is accurate, timely, and coordinated.
  • Monitor schedules, issues, and risk management plans and monitors serious deviations or variations that may compromise project results and prepares reports/meeting minutes to keep the stakeholders and project resources informed. Assess project performance against the original project plan. Provide recommendations for improvements, change, and viable resolutions.

  • Requires a functional knowledge of development in/around Airport areas and facilities as well as non-aero Airport properties.
  • Must provide team leadership for project activities in a cross-functional environment.
  • Requires ability to attend stakeholder meetings on weekdays, some early mornings and evenings, including but not limited to, community meetings, city council meetings, professional associations, conferences, etc.
  • Environment. Must demonstrate excellent verbal and written communication skills, in addition to possessing strong interpersonal skills.
  • Must be able to interface with all levels of company employees and project stakeholders in a cross-functional environment. Must demonstrate judgment, tact, and diplomacy in dealing with internal and external customers.

Minimum Qualifications:

  • Education and Experience –
  • Bachelor's degree in real estate, business or public administration or a related field.
  • 5 – 8 years of aero and non-aero Airport properties experience and supervisory and/or managerial experience is required; or any equivalent combination of education, training and experience which provides the requisite knowledge, skills and abilities for this job.

Licensures and Certifications - Position would be expected to have licensure or professional certifications appropriate to the position.

Preferred Requirements – Master’s degree preferred, Airport management
