Under very limited supervision, directs, supervises, administers, and plans the statewide air quality permitting program that adheres to all state and federal air pollution control regulations and standards. Coordinates air quality control and other environmental activities with other divisions, bureaus, and related state and federal agencies.

Job Responsibilities

• Supervises and coordinates the division's programs to include statewide air quality construction and operating permits. Monitors all division activities to ensure compliance with federal and/or state regulations. Delegates authority properly, identifies and corrects areas of deficiency.

• Provides program direction. Continually reviews all program activities anticipating needed changes to division's program. Develops and implements changes as needed.

• Consults with and advises superiors on bureau matters. Attends bureau staff meetings and provides routine briefings to supervisors on major division activities. Supervises, manages, and coordinates planning of new initiatives and implementation of air regulations ensuring timely, appropriate incorporation of state and federal requirements.

• Represents the division and bureau for air permitting related matters. Participates in public meetings and hearings. Attends EPA, AAPCA, and SESARM meetings as required. Meets with legislators, committees, and Governor's office as required. Attends and makes presentations to professional organizations and public interest groups.

• Performs other related duties as required.

Examples of duties

Minimum Requirements:

• Master’s degree in engineering, natural sciences, business or public administration or related technical field and six (6) years of experience in the field of environmental health or environmental quality control,
  OR

• Bachelor’s degree in engineering, natural sciences, business or public administration, or a related technical field* and seven (7) years of experience in the field of environmental health or environmental quality control.

A degree in engineering from a program that is accredited by the Accreditation Board for Engineering and Technology (ABET).

Degrees in a related technical field include, but are not limited to, earth sciences, chemistry, biology, physics, soil science, environmental science, mathematics, etc

Institutions of higher learning must be recognized by the Council for Higher Education Accreditation.

Additional Requirements:

• Knowledge and experience with ePermitting.
• Excellent communication and organizational skills.
• Extensive knowledge of South Carolina and Federal air quality regulations and their implementation.
• Ability to prioritize and manage time effectively.
• Able to provide outstanding customer service in a fast-paced environment.
• Work effectively in a team-oriented environment and foster positive working relationships with coworkers, industry, and government officials.
• Must understand and apply current agency management practices and consistently demonstrate alignment with the agency’s Vision, Mission, and Values.
• Proficiency with Microsoft Office Professional (Word, Excel, PowerPoint).
• Must maintain a valid driver’s license.
• Occasional travel throughout the state and out of state.
• Occasional overnight travel.

Qualifications

• Registration as a Professional Engineer (P.E.) in South Carolina is preferred.
• Extensive knowledge of air quality regulations and their implementation.
