The Australia-Indonesia Partnership in Disaster Risk Management (SIAP SIAGA) is a seven-year program that commenced in late 2019, funded by the Australian Government’s Department of Foreign Affairs and Trade (DFAT) and implemented in cooperation with the Government of Indonesia (GoI). SIAP SIAGA aims to improve Indonesia’s ability to prevent, prepare for, respond to and recover from disasters and strengthen cooperation between Australia and Indonesia on humanitarian issues in the region. SIAP SIAGA is implemented at the national and sub-national levels through collaboration with the National Disaster Management Authority (BNPB), the Ministry of Home Affairs, the National Development Planning Agency (BAPPENAS), the Ministry of Foreign Affairs, the Local Disaster Management Agencies (BPBD) and other national and local government institutions, civil society organizations, and academia.
SIAP SIAGA is focused on achieving four ends of program outcomes (EOPOs):
It is progressing towards these outcomes by focusing on eight priority programs of the GoI: (1) enhancement of disaster management systems; (2) enhancement of disaster management strategy; (3) mapping and evaluation of disaster risks; (4) enhancement of data service, information management, and communication in disaster management; (5) enhancement and development of policies and regulations for disaster preparedness; (6) increasing the quality of disaster emergency management; (7) enhancement of the quality of post-disaster policy; and (8) increasing local capacity of disaster management logistics and equipment.
To strengthen the disaster management system, SIAP SIAGA provides strategic technical advice to align national and local policies with international commitments. This effort focuses on embedding gender mainstreaming, institutionalizing disability inclusion, and supporting climate change adaptation across disaster risk reduction, preparedness, response, and recovery processes, through collaboration with national and local partners.
At the sub-national level, SIAP SIAGA works with four provinces in Indonesia: East Java, Bali, West Nusa Tenggara, and East Nusa Tenggara. It also promotes disaster management initiatives and innovations through its outreach program to up to seven other provinces.
Indonesia faces complex and evolving disaster risk. Besides geological hazards, hydrometeorological disasters remain the most frequent. Climate change is making its impact worse. Slow-onset hazards such as prolonged drought, sea-level rise, and land degradation add further pressure. Many of these risks are not yet well addressed by a policy framework that still centres on discrete disaster events.
The 2025-2045 National Long-Term Development Plan (RPJPN), established under Law No. 59 of 2024, places disaster and climate resilience among the national development priorities. It sets a clear target: reducing direct economic losses from disasters relative to GDP. The 2025-2029 National Medium-Term Development Plan (RPJMN) and the 2020-2044 Disaster Management Master Plan (RIPB) carry this direction forward.
Bappenas plays a central role in this effort. As the country's development planning agency, it is tasked with mainstreaming risk across national and local planning, not only within the disaster sector. This requires sound, evidence-based policy recommendations that connect disaster risk reduction and climate adaptation to planning, regulation, financing, and institutional arrangements.
Following the President’s direction during a Limited Cabinet Meeting on 7 September 2026, Bappenas and BNPB initiated the development of a Strategic Action Plan for the Pre-Disaster System to strengthen prevention and early action, shifting the national disaster management system from a reactive to an anticipatory approach. The plan will be complemented by hazard-specific cluster books and an implementation mechanisms book, which will be developed and updated periodically to ensure continued relevance and alignment with evolving risks, policy priorities, and implementation needs.
SIAP SIAGA is engaged to support Bappenas in finalising this Strategic Action Plan and drafting hazard-specific cluster book. To carry out this work, SIAP SIAGA is seeking a Disaster Management Advisor. The advisor will provide strategic advice, writing and editing support, and quality assurance for a series of documents that consist of policy for national pre-disaster, action plan for prioritised hazards, and delivery mechanisms of regulation, institutions, and investments. The advisor will work closely with the existing Bappenas-SIAP SIAGA writing team.
It is anticipated that the total input will take up to 17 days, from 18 November 2026 to 31 December 2026 with potentially extension. The implementation period will be confirmed by Bappenas and SIAP SIAGA. The primary work location will be at the Bappenas office and/or home-based. Attendance at meetings, workshops, consultations, and other duty locations may be required as requested.
This position will work closely with the following individual and/or organisation:
Under the overall direction of the supervision of the designated Bappenas official, and in close coordination with SIAP SIAGA, the consultant will undertake the following taksk:
