Job Description

The Homeland Sector within Leidos is seeking Agile Team Product Lead with strong systems, software, cloud, and Agile experience to support a complex program to provide Agile development and operations and maintenance for critical systems on a mission-critical program supporting the Passenger Systems Program Directorate (PSPD) within Customs and Border Protection (CBP). PSPD supports the Department of Homeland Security (DHS) and CBP critical missions, specifically screening and processing travelers at the ports of entry (POEs) into the United States.

The Leidos team will be part of an exciting ecosystem, participating with federal employees, and other contractors, in a team-based DevOps approach to deliver mission value frequently, cost-effectively, responsively, and with high quality. This position interacts with business, management, end users and agile delivery teams. This position works with the agile delivery team taking the lead in gathering, refining, documenting business needs and requirements.

**This position REQUIRES the candidate to be in Ashburn, VA, twice a week**

Primary Responsibilities:

  • Collaborate with product owner, technical leads, development team on the requirement elicitation, documentation in JIRA of epic/stories/features and acceptance criteria in fast-paced Agile environment

  • Work with product owners to refine, groom and prioritize issue backlog

  • Work with development teams to flesh out technical and QA requirements

  • Continuously monitor, identify risks and risk mitigations and capture team performance reports ·

  • Collaborates with team on understanding the requirements and properly developing and testing functionality using BDD and ATDD

  • Quickly adapt to customer dynamic environment and adopt their processes and foster innovative ideas

  • Adopt to new ways of working, socializing and collaborating with stakeholders and understanding their business goals

  • Must be a self-starter, strong leader, and have the ability to work independently with little supervision.

  • Manages a team of experienced professionals who exercise latitude and independence in their assignments.

  • Leads, directs and reviews the work of team who exercise latitude and independence in their assignments.

  • Works with Portfolio Manager to hiring, termination, promotion and reward authority within own area, in accordance with manager review and approval.

Minimum Qualifications:

  • BA/BS or equivalent experience and 12+ years of prior relevant experience or Masters with 10+ years or prior relevant experience; OR 4 years of experience in lieu of degree

  • Must be able to obtain a CBP Background Investigation prior to start

  • U.S. Citizenship

  • Proficiency with Cloud Technologies such as AWS, KONVOY, Kubernetes, Docker

  • Has experience to build Development Roadmap, report against it and continue to keep it up to date.

  • Knowledge of Continuous Delivery and DevOps practices

  • Experience in Agile/Scrum/Kanban, supporting Agile development efforts

  • At least five (5) years of experience writing user stories, slicing features, using test suites and maintaining issue backlog

  • Excellent verbal and written communication skills and the ability to interact professionally with diverse agile teams, product owners, and subject matter experts.

  • Experience conducting stakeholder interviews and facilitating stakeholder workshops.

  • Ensure compliance with software standards

Preferred Qualifications:

  • Experience developing software applications adhering to DevOps principles and in one or more of the following technologies: Java or JavaScript; including PostgreSQL database technologies; and/or Web Application hosted on Tomcat.

  • Experience with developing workflow based applications using workflow engine (e.g., Temporal) and business services (e.g., Drools)

  • Experience developing applications utilizing either BDD or ATDD test methodologies

  • Active CBP BI

  • Experience with CBP

  • Certified Scrum master /SAFe Agilist/PMP

Pay Range:

Pay Range $131,300.00 - $237,350.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
