The Agile Program Manager "Automation" is responsible for structuring, steering, and coordinating initiatives aimed at digitizing and automating CAPAC's back-end services, ensuring full alignment with architectural and security standards. This role orchestrates the work of a multidisciplinary team and collaborates closely with the Strategy team and executive management, the PMO, and various involved departments.

The "Automation" Train is responsible end-to-end (design, analysis, development, deployment, and maintenance) for initiatives focused on increasing efficiency, interoperability, security, modularity, and automation across the core business applications of CAPAC (specifically, the payment of unemployment benefits). The "Automation" Train consists of diverse profiles (Process Managers, Business Analysts, Developers, etc.) whose work must be sequenced and coordinated to achieve the expected deliverables with minimal operational friction.
A number of projects and initiatives are already underway and must be organized and prioritized. Their capacity to meet the ambitions of the management contract and corporate plan, their interdependencies, and their relative priorities must be established in close coordination with the "Automation" Train Manager, in accordance with the directions set by the Automation & Architecture Steering Committee, and in collaboration with the Enterprise Architect, DPO, and CISO.
Key Responsibilities
- Team Coordination: Coordinate and assign work across the multidisciplinary team.
- Demand Management: Capture, process, and structure unplanned work and Business-As-Usual (BAU) activities.
- Content Guidance: Support and guide the team regarding project content and scope.
- Conflict Resolution: Resolve issues related to work orchestration and collaboration among team members.
- Cross-Team Representation: Represent the team during cross-functional collaborations and align with the PMO on Program Increments (PI).
- Steering Committee Management: Prepare and facilitate the Automation Steering Committee.
- Governance Framework: Establish a tailored governance framework: rituals, reporting structures, risk tracking, and dependency management.
- Strategic Alignment: Guarantee strategic alignment with the management contract, the Flight Plan (strategic document), and the roadmap.
- Stakeholder Coordination: Maintain alignment between the Train Team, Strategy Team, PMO, AG/AAG (Administrator General / Assistant Administrator General), other Department Heads, and fellow Train Managers.
- Progress Reporting: Produce comprehensive deliverables regarding work advancement and project status.
Specific Context of CAPAC
CAPAC is a relatively small public organization characterized by highly committed teams where employees frequently take on multiple roles. As CAPAC is currently leveraging temporary external reinforcements to successfully execute several essential projects, the "Automation" Program Manager must act as a structuring force and an accelerator. The ideal candidate must demonstrate pragmatism and, when necessary, be willing to perform hands-on tasks outside their strict scope of responsibility to unblock situations and drive results.

Required Competencies
- Program Management: Proven track record in program management within complex or public sector environments.
- Agile Frameworks: Solid experience with Agile collaboration models within small-to-medium-sized organizations.
- People Management: Strong leadership and people management skills within non-hierarchical/matrix environments.
- Analytical Agility: Ability to rapidly grasp context, subject matter, technical dependencies, and critical risks.
- Multi-Project Steering: Expertise in multi-project steering, governance, reporting, and risk management.
- Coaching & Mentoring: Ability to coach, develop, and mentor more junior profiles.
- Methodological Expertise: Strong command of project management techniques (scoping, resource and budget planning, risk management, activity tracking) and program management principles (benefit realization tracking, project structuring/prioritization, dependency management, strategic alignment).
- Communication Skills: Excellent organizational and communication skills ( French/Dutch fluency required), with the ability to confidently present results to the executive management team.
- Pragmatic/Versatile Balance: Ability to switch between conceptual strategy and concrete execution. The candidate must possess a versatile, hands-on attitude to deliver tangible results.
Collaboration Framework
- Reports to: Director of COSI.
- Frequent Interactions: Administrator General and Assistant Administrator General, other Train Managers, PMO, Department Heads, and Senior Users.
- Mandatory Attendance: Active participation in Steering Committees and Program Increments (PI).
- Work Model: Hybrid model; on-site presence is required at key moments and for team coaching. Remote work is available.
