Job Summary

Baltimore City’s Department of Recreation and Parks (BCRP) is seeking an innovative, results driven, strategic leader to fill the role of Agency IT Manager III. This position is responsible for aligning technology strategies with the department’s goals, ensuring the efficient and secure operation of IT resources, and supporting the overall mission of BCRP. The incumbent will plan, direct, control, evaluate, and staff the agency’s IT division. This position requires innovative leadership, excellent communication skills, technical depth, project management/execution, team development, and strategic vision, as well as demonstrated success, sound judgment and flexibility working in a complex, fast-paced environment. BCRP has approximately 1000 employees that serve the citizens of Baltimore City.

Essential Functions

  • Supervises to ensure the efficient working of divisional IT staff, and ensures compliance to deadlines, and provides upgrades to systems when required.
  • Ensures team members develop and maintain technical knowledge in specialized areas, remaining up to date on current trends and best practices.
  • Prepares financial budgets and presents proposals for capital projects.Evaluates new technologies for competitive advantage.
  • Applies contemporary business principles integral to a high-technical environment.
  • Works with team to enhance current technology to improve customer satisfaction and services.
  • Manages hardware and software vendor relationships. Anticipates future network needs, identifies proactive solutions to satisfy needs.
  • Establishes and builds relationships with vendors. Champions change and effectively manages the implementation of new ideas.
  • Manages the development of project managers and supervisors.

Minimum Qualifications

Education: Bachelor of Science degree in Information Technology, Computer Science, Computer Engineering or a related discipline from an accredited college or university.

AND

Experience: Eight years of experience managing application programming, systems analysis and design, hierarchical/relational database management and/or GIS; including Four years of supervisory responsibilities disciplining, evaluating performance and recommending the hiring, firing, and promoting of subordinate employees. Excellent verbal and written communication skills. Previous IT experience in government is preferred.

Equivalency Notes: Have an equivalent combination of education and experience.

Licenses, Registrations, and Certificates: Have a valid Maryland Class C Noncommercial driver's license or an equivalent driver's license and be eligible to obtain a Baltimore City driver’s permit. PROVISIONAL DRIVER’S LICENSES ARE NOT ACCEPTABLE.

Background Check

Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening, and must be successfully completed.

Probation

All persons, including current City employees, selected for this position must complete a 6-MONTH mandatory probation.
