Provides management and oversight of Affordable Housing Development projects and facilitates the development process for the creation of new affordable housing units. Researches, evaluates, plans, and administers affordable housing projects, programs, policies, and initiatives that increase the supply of multi-family and single-family affordable housing. Develops and administers Land Use Restriction Agreements, contracts, and other project-related agreements; identifies and recommends grant funding opportunities; and monitors project compliance, timelines, and deliverables. Prepares, submits and presents agenda items and supporting materials to the Board of County Commissioners and coordinates and facilitates scoping meetings and related review processes. Establishes and maintains effective working relationships with developers, property owners, business owners, regulatory agencies, nonprofit organizations, County departments, neighborhood groups, and other community stakeholders to advance affordable housing initiatives.
Employment screenings, as outlined in the Personnel Policy, Rules, and Procedures Manual, will be conducted in compliance with applicable federal and Florida Laws.
The work environment may include exposure to high noise levels while performing certain essential job functions. The position requires the ability to lift and move objects weighing up to 25 pounds independently and up to 50 pounds with assistance, with or without reasonable accommodation. The role involves sitting for extended periods while working on a computer. Position requires visual acuity and depth perception, as well as ability to hear and identify sounds. Periodically required to work other than normal business hours.

Works with prospective affordable housing developers to expedite development proposals and facilitate the affordable housing development process, including the planning, permitting, construction, and monitoring stages.
Prepares and conducts planning and feasibility studies for designation as affordable housing including review of affordable housing development proformas.
Coordinates the County’s efforts to improve the housing stock and increase the supply of affordable housing including collaborating on real estate acquisitions.
Collects data, and tracks and analyzes housing trends including economic trends, housing costs, interest rates, and other data that impact the creation and preservation of affordable housing. Identifies trends and draws sound conclusions from data gathered.
Prepares and tracks Land Use Restriction and other agreements for Livable Manatee, SWTIF, and other grant funds provided to Affordable Housing Developments.
Tracks progress of affordable housing projects and incentives provided through LDC 545.
Coordinates implementation of Community Land Trust and other affordable housing activities with other governmental agencies and the private sector.
Creates reports, maps, presentations, and agenda items.
Attends and conducts public meetings during and after normal business hours. Prepares and makes public presentations, as needed.
Attends project scoping meetings, pre-application meetings, Final Site Plan approvals before the Planning Commission, and Board of County Commissioner meetings as needed.
Effectively works with the development community, property owners, business owners, regulatory agencies, non-profits, and other community stakeholders, county departments, and neighborhoods groups.
Makes recommendations regarding program development and implementation of affordable housing projects and redevelopment activities to encourage redevelopment and reinvestment and improve public health, safety, and welfare.
Maintains knowledge and understanding of current best practices, trends, laws, and issues affecting area of expertise. Upon approval, attends educational events that will increase professional knowledge and be otherwise beneficial to the County.
Performs other related duties as assigned, including participation in emergency or disaster response activities, as required and consistent with the employee’s qualifications, essential job functions, and appliable federal and Florida law.
Bachelor's degree in urban or city planning, economics, public administration, real estate, or a related field.
5 or more years progressively responsible experience in affordable housing, neighborhood improvement, community planning, public administration, redevelopment or community development, or related field. Prior affordable housing, real estate, project management, and grant-related experience highly desired.
Valid driver license with valid Florida driver license within 30 days of hire.
Equivalent combinations of education, training, and experience may be considered in meeting the minimum qualifications for this position.
Able to prioritize tasks, deal effectively with competing and changing priorities, and meet deadlines. Accurate, detail-oriented, and organized. Able to resolve difficult and sometime complex situations and problems.
Excellent knowledge and understanding of principles, practices and techniques of urban planning, public administration, affordable housing, community development, and redevelopment.
Excellent knowledge and understanding of financial practices relating to real estate and development.
Good knowledge and understanding of procurement procedures, finance procedures, and budgeting methods.
Good knowledge and understanding of principles and practices in local government planning.
Excellent knowledge and understanding of regulatory compliance necessary to successfully perform job duties, including Local, State, and Federal laws related to planning, development, redevelopment, and Special Districts as defined by Ch. 189, FS.
Excellent knowledge and understanding of computer applications and software programs required to perform job duties.
Excellent verbal and written communication skills and interpersonal skills, including public presentation skills, in order to interact professionally and effectively with staff, management, government regulators, business and community leaders, the general public, and other stakeholders. Able to influence others regarding policies, practices, and procedures.
Capable of working independently with limited supervision.
