The Affordable Housing Compliance Officer supports the compliance department in ensuring that all multifamily properties within the CCHS portfolio remain in full regulatory compliance with all applicable federal, state and local regulations. funding sources. Regulatory programs include but are not excluded to the US Department of Housing & Urban Development (HUD), the United States Department of Agriculture/Rural Development (USDA/RD), Low Income Housing Tax Credits (LIHTC), HOME Funds, the Washington State Housing Trust Fund (HTF), and the National Housing Trust Fund (NTF).This role involves detailed file review, maintaining accurate resident eligibility documentation, assisting with audits, and working closely with property managers and regulatory agencies to ensure standards are met.

Responsibilities:

  • Review of all tenant files to ensure all required certifications and corresponding documentation is accurate, complete, and meets eligibility requirements (including LIHTC, USDA RD, HUD, WA State Dept. of Commerce, and other housing funding programs).
  • Review property manager policies and procedures, and documentation and update as needed to ensure ongoing compliance with all funding sources.
  • Update compliance tracking system/database regularly.
  • Communicate with property managers to resolve compliance issues promptly.
  • Ensure that resident selection, leasing and waiting lists follow all applicable laws. Ensure that the policies are correct for each program as set by the funder. Establish and implement a standardized tenant screening process and a tenant appeals process for CCHS-managed properties.
  • Coordinate staff training.
  • Assist Affordable Housing Compliance Manager and Asset Management on reporting to the Combined Funders Web Based Reporting System (WBARS) as needed.
  • Perform other related duties and responsibilities as required.



Qualifications

Job Requirements:

This position normally requires the physical demands of standing, walking, bending, lifting, keyboard fingering or performing other work requiring low physical exertion, talking, and hearing on a regular basis to perform the job requirement. These physical demands are required up to 80% of the time.

Non-Physical Requirements:

Education

  • High School Diploma Required
  • BA/BS from an accredited college or university preferred.

Experience

  • 4 years of experience in affordable property management, compliance, or related environment.
  • Thorough understanding and working experience with affordable housing programs.
  • Working knowledge of Fair Housing Laws

Special Skills

  • Excellent interpersonal, verbal, and written communication skills.
  • Knowledge of generally accepted property management practices, terminology and concepts and property management accounting.
  • Must read, speak, write, and understand English.
  • Organizational skills, interpersonal skills, problem solving, and teamwork.
  • Use of discretion, creativity, independent judgment, and mentoring.
  • The ability to work independently.
  • Bilingual (English/Spanish) preferred

Licensure, Registration, Certification

  • Valid Washington State driver’s license and minimum required liability insurance for WA State
  • Must be deemed insurable as determined by Catholic Charities’ liability insurance provider.

Employment is conditional upon:

  • Being cleared by criminal background check and fingerprinting when required

Wage Range $35 - $42/hr., depending on education and experience

Work Schedule Monday - Friday, 8 am to 5 pm
