A Day in the Life as an Affordable Housing Compliance and Program Manager:

Under the direction of the Director of Affordable Housing, the Compliance and Program Manager performs on-site and centralized management, compliance, administrative, and operational duties for the Affordable Housing properties managed by CAPBM. This position also provides administrative support to the Director of Affordable Housing. Your responsibilities will include:

  • Incumbent must stay current and knowledgeable of all federal, state and local laws and regulations including US Department of Housing and Urban Development (HUD) and New Hampshire Housing Finance Authority (NHHFA) or other rules as they might pertain.
  • Preparing tenant data for Initial, Annual, and Interim Certifications. This includes 120, 90, 30-day notices.
  • Inputting annuals into system and completing all annual recertification/interim tasks.
  • Going to properties to get Annual Recertification signatures weekly and meeting with tenants for Annual Recertifications.
  • Receiving rent checks, goes to properties first and third week of each month to collect rent checks.
  • Assisting Director with all move-ins, and transfers within the One-site System.
  • Pulling EIV paperwork for annual, monthly and pre-move in reporting.
  • Helping manage tenants’ disputes, complaints and emergencies which may arise on a day-to-day basis and informs Housing Director of disposition when appropriate.

Requirements

Experience:

  • Two years of experience in business office environment.
  • Possess excellent writing and general office skills.
  • Ability to recognize/identify and troubleshoot problem areas and recommend corrective action.
  • Attention to detail, self-disciplined, dependability meeting deadlines, and high level of organizational abilities.
  • Strong desire to assist elderly and/or disabled persons in a subsidized housing environment.

Education:

  • High school diploma or equivalency credential.

License/Certification:

  • Successful completion of criminal record check.
  • Valid driver’s license with access to reliable transportation for required travel.
  • COS Certificate may be required for position.

The Community Action Program Belknap-Merrimack Counties, Inc. (CAPBMCI, CAPBM, CAP-BM, BMCAP) is a New Hampshire-based 501(c)(3) private, nonprofit organization. The agency was established in 1965 under the provisions of the Equal Opportunity Act of 1964. Under this Act, over twelve hundred Community Action Agencies (CAA) were established nationwide.

The primary mission of the organization is to work with low-income families, the elderly, and individuals with disabilities to assist them in their efforts to become or remain financially and socially independent. The Agency accomplished this task by providing a broad array of services that are locally defined, planned, and managed.

The agency sponsors and manages seventy-three (73) programs designed to meet the needs of children, families, single parents, and the elderly. Without the services provided by our agency, many local residents would be without a means to provide for their basic needs, including food and shelter.

The agency is funded by Federal, State, county, and local funds (37 cities and towns in Belknap and Merrimack Counties). The agency receives United Way grants, foundation and charitable grant funds, fees for service, private business donations, and donations from individuals.
