Major Responsibilities:

  • Implements detailed plans and recommends policies/procedures regarding program specific requirements

  • Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others

  • Supervises the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary

  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations

  • Leads the planning, design and implementation of programs and special projects to improve the operational effectiveness of the division

  • Leads projects from end to end ensuring objectives are established, project deliverables are tracked, and milestones and timelines are met and completed

  • Leads strategic workforce planning initiatives including complement management, reorganization/restructuring activities, recruitment, performance management, collective agreement matters, training and development programs and employee relations issues for the Division

  • Executes a strategically focused workforce development strategy and strategic planning activities for the Division

  • Provides advice and consultation to Management on Recruitment activities to ensure smooth execution of strategies and meeting of timelines

  • Develops tools and resources for divisional management to assist with their day-to-day workforce planning needs

  • Works collaboratively and in conjunction with the Corporate Employee & Labour Relations team when providing advice on collective agreements and in administering Collective Agreement matters

  • Provides guidance and advice regarding Corporate and Divisional policies and procedures and legislative regulations to all levels of staff and ensures consistent and timely implementation and adherence throughout the Division

  • Participates in confidential re-structuring activities and implements and supports complex organizational change initiatives

  • Liaises with People & Equity on a variety of human resources projects and initiatives which require implementation and oversight at the divisional level

  • Leads discussions and prepares presentations for the Division's management team to lead talent planning and training strategies effectively and efficiently for a knowledgeable and engaged workforce

  • Implements and/or participates in divisional initiatives related to succession planning, employee recognition and engagement, and workforce analytics

  • Conducts research and analysis of trends and activities, including forecasting needs and monitoring policy and program activities

  • Guides the Division's recruitment processes and prepares briefing notes and business cases as appropriate, ensuring salaries and budgets are in place to support recruitment activities

  • Leads and participates in the development and implementation of innovative equity, diversity, and inclusion initiatives for the Division

  • Identifies options and makes recommendations on business processes, policies and protocols regarding program specific requirements to improve efficiency and effectiveness

  • Provides strategic support to the Division related to Health, Safety and Wellness for the Division, in a manner that ensures competence, integrity and effective and efficient compliance with all health and safety requirements

  • Builds strategic relationships with organizational partners and alliances, specifically with learning and certifying institutions, to support the Division's learning objectives

  • Maintains cooperative linkages with other municipalities, provincial ministries and agencies, and colleges and universities with respect to training and development related matters

  • Supports development of programs to support the Division's overall training and development needs through assessment, design, development, delivery, coordination and evaluation, incorporating adult learning principles

  • Fosters an organizational culture that emphasizes innovation, continuous learning, collaboration, transparency, accountability and trust while promoting a strong code of ethics and integrity to support public service excellence

  • Oversees programs and ensures compliance with corporate and legislative requirements

Key Qualifications:

  1. Post-secondary education in a professional discipline pertinent to the job function combined with relevant management training and experience, or the equivalent combination of education and experience. Certified Human Resources Professional (CHRP) designation would be an asset.

  1. Considerable human resources experience in a unionized environment with an emphasis on leading strategic workforce planning initiatives, including recruitment and retention strategies, coaching and supporting People leaders.

  1. Experience providing strategic support on reorganizations and restructuring, with an understanding of related issues and challenges.

  1. Excellent presentation and writing skills with the ability to prepare briefing notes, comprehensive reports, draft job descriptions and develop presentations to support business operations.

  1. Strong consultation skills with the ability to build effective business relationships to support divisional priorities.

  1. Strong commitment to the organizational values of diversity and inclusion with the ability to cultivate an innovative workforce of high-performing professionals in a positive service delivery culture.

  1. Ability to exercise judgement and discretion when dealing with confidential matters.

  1. Ability to successfully manage special projects and initiatives.

  1. Knowledge of health and safety legislation, associated regulations, policies, procedures and guidelines.

  1. Familiarity with employment legislation, organizational policies and procedures and collective agreements.

A Qualified List of candidates will be established for the Advisor Workforce Planning position in the Toronto Public Health Division and will be in effect for 24 months from the date the list is created. Qualified candidates on the list may be considered when filling permanent and/or temporary vacancies in this position.
