Status: Contract Full Time (36 Month Contract Duration)

Hiring Range: $120,401 – $135,451 per annum (plus comprehensive benefits, where applicable)

Work Mode: Hybrid – 2 On-site Days which can increase based on operational needs * see below for more details about this work mode.

Infrastructure Planning, Partnerships and Compliance helps achieve our mission of "Providing Clean Water for Life" by protecting and managing our water resources, planning new water and wastewater infrastructure to meet growth demands, asset management planning to maintain the existing $26 Billion infrastructure in a state of good repair, planning and supporting water and wastewater regulatory compliance and quality management systems. We build and manage strategic partnerships with the Local Municipalities, Ontario Clean Water Agency, Conservation Authorities, and other municipalities and external agencies.

Then this may be the opportunity for you!We are recruiting for an Advisor, Water and Wastewater Strategic Infrastructure Planning (Focusing on water and wastewater Maximo implementation).

The Role:

You'll be reporting to the Manager, Asset Management and Strategic Asset Planning and working closely with Water and Wastewater Maximo Expert. You'll be responsible for the functional leadership, governance, business process standardization, implementation support, and ongoing optimization of the Water and Wastewater Division's IBM Maximo Application Suite (MAS).

As the divisional functional lead for Maximo, you'll serve as the primary business-facing subject matter expert for enterprise work and asset management processes and works closely with operational stakeholders, Information Technology Services, implementation partners, and vendors to ensure solutions support divisional business requirements, operational objectives, asset management practices, and long-term sustainment goals.

You'll provide specialized expertise and leadership in the development, implementation, continuous improvement, and governance of work management processes, asset information standards, and technology-enabled business practices that support the delivery of safe and reliable water and wastewater services.

What you will do in this role:

  • Act as the primary functional lead and business representative for the Water & Wastewater Maximo platform.
  • Provide functional leadership and governance over divisional work management, asset management, maintenance planning, and asset information processes.
  • Maintain ownership of divisional requirements, enhancement requests, and system improvement roadmaps.
  • Establish and maintain business rules, standards, and governance practices related to work management, asset information, and Maximo utilization.
  • Apply specialized expertise to evaluate business needs, operational challenges, and emerging requirements and develop recommendations that improve operational effectiveness and service delivery.
  • Participate in business process reviews, workshops, and requirements gathering activities with operational, engineering, maintenance, and corporate stakeholders.
  • Translate operational requirements into functional specifications and business requirements.
  • Evaluate solution alternatives and recommend approaches that maximize business value while minimizing complexity, risk, and long-term sustainment impacts.
  • Participate in governance and design review processes to ensure solutions align with approved business objectives, divisional standards, and enterprise requirements.
  • Review and validate proposed Maximo configurations, workflows, and functional designs.
  • Challenge and assess vendor recommendations to ensure alignment with approved business processes, divisional standards, and operational requirements.
  • Coordinate divisional participation in design, configuration, testing, training, deployment, and sustainment activities.
  • Lead User Acceptance Testing (UAT) activities and provide recommendations regarding solution readiness, business acceptance, and production deployment.
  • Support implementation planning, organizational readiness, change management, and user adoption initiatives.
  • Lead and support asset data governance initiatives including development of data standards, quality requirements, naming conventions, classification standards, and business rules.
  • Collaborate with divisional and corporate stakeholders to improve reporting, analytics, performance measurement, and decision-support capabilities.
  • Monitor system utilization, business adoption, process performance, and user feedback to identify opportunities for improvement.
  • Support development and execution of divisional Maximo roadmaps, continuous improvement initiatives, and future technology enhancements.
  • Prepare and present recommendations, briefing materials, business cases, reports, and presentations for management and governance committees.
  • Provide coaching, mentorship, and knowledge transfer to operational users, project teams, and stakeholders regarding work management processes, asset information standards, and Maximo best practices.

What the role requires:

  • A satisfactory Level 1 Criminal Record Check obtained directly from a police station (third-party background checks will not be accepted).
  • University degree or college diploma in in Civil, Chemical or Environmental Engineering, Asset Management, Information Technology, Operations Management, Business Administration, or a related discipline.
  • Minimum five (5) years of progressively responsible experience supporting Enterprise Asset Management (EAM), Computerized Maintenance Management Systems (CMMS), asset management programs, operational technology solutions, or related business improvement initiatives.
  • Experience supporting system implementation, upgrade, or business transformation initiatives.
  • Experience gathering business requirements and translating them into functional solutions.
  • Experience working directly with operational stakeholders and technical teams.
  • Experience supporting organizational change and user adoption initiatives.
  • Experience within municipal infrastructure, regulated utility environments, water and wastewater operations, transportation, energy, or other asset-intensive industries is considered an asset.
  • Experience with IBM Maximo Application Suite (MAS) or IBM Maximo Asset Management is highly desirable.
  • Professional certifications such as CAMP, PMP, CBAP, Prosci, P.Eng., or equivalent are considered assets.

  • Advanced verbal communication skills to act as a project lead, facilitate discussion with internal and external stakeholders or other groups, lead discussions with peers and management groups to effect changes to programs, advice or counsel to peer groups and senior management on new initiatives.
  • Demonstrated strong presentation and facilitation skills including the ability to present to various audiences within the organization, Regional Council and external groups.
  • Demonstrated ability to lead high-impact initiatives and manage change.
  • Advanced systems thinking, conceptual and creative problem-solving abilities to: identify and analyze issues and risks, develop solutions and promote commitment to new approaches, and influence decision making.
  • Ability to analyze, synthesize and clarify complex ideas and material and formulate them into clear, plain language and format for a variety of audiences.
  • Strong analytical skills for trend and gap analysis and issue identification.
  • Strong time management and organizational skills to oversee and handle multiple complex projects concurrently.
  • Adaptable and able to work in an environment with changing priorities, short timelines and limited resources.
  • Demonstrate a commitment to diversity, equity, and inclusion through continuous development, modeling inclusive behaviors, and proactively managing bias.

Work Mode & Job Location:

In this role, you’ll benefit from the flexibility of a hybrid work arrangement that prioritizes meaningful in-person connection. A minimum of two days per week on-site is expected, with additional in-person presence as operational needs evolve. This arrangement allows for a blend of in person and hybrid work that adapts to support both organizational priorities and employee flexibility and is subject to change over time.

It's important to note that your off-site work location must be within the province of Ontario. This ensures that we're compliant with all regulations and policies.
