About the role

The Advisor – Business Development, is responsible for designing, developing and implementing good governance mechanism, commercial compliance obligations, financial empowerment, and generally acceptable business development practices. The Advisor will be the primary contact between NPL and local SMEs interfacing to ensure they’re sustainably positioned to operate a thriving business beyond the mine life. Reporting to the Senior Advisor, the role ensures meaningful partnerships with business communities, agencies of government and key stakeholders to deliver measurable business development impact. The role crosscuts into supporting National Content agenda of NPL towards fulfilling its reporting obligations.

In this role, you will

  • Support, mentor, and build capacity of landowner businesses, local SMEs, NGOs, and entrepreneurs in the following critical areas
    • Business registration and compliance (IPA, IRC, TIN, COC, Insurances).

    • Develop and establish relevant policies to improvement governance, business management, finance, human resource management, assets and inventory controls, safety management, etc.

    • Reporting: Monthly or annual management accounts, bank reconciliations, annual reports, and corporate income tax returns, etc.

    • Preparations for AGMs, Board, and Shareholder meetings.

    • System set-up such as payrolls, bookkeeping, cash management systems, recruitment processes, etc.

  • Conduct supplier business baseline capacity assessments to identify gaps in operational capacity, business skills, governance, and financial management.
  • Facilitate and deliver training sessions, workshops, and advisory support on topics such as governance, charters, policies, business planning, board reports, financial management, procurement, and tax compliance.
  • Ensure that supported businesses are fully registered with the Investment Promotion Authority (IPA) and meet ongoing Internal Revenue Commission (IRC) obligations.
  • Guide local companies on the preparation and submission of required corporate governance documents, annual returns, and tax compliance records.
  • Assist businesses in developing and submitting proposals for mine procurement opportunities.
  • Provide advice and introduction for accessing loans support and investment capital.
  • Monitor and document business development progress, prepare reports, and escalate issues early.


Qualifications & Experience

  • Degree in business administration, Accounting, SME Development, or related field.

  • 3–5 years’ experience working directly with small businesses or economic development programs.

  • Demonstrated ability to advise on governance, compliance, and finance for micro and small enterprises.

  • Solid understanding of PNG’s legal and tax framework for SMEs.

  • Excellent interpersonal and facilitation skills across diverse cultural settings.

  • Ability to work independently in the field and maintain accurate documentation.

  • Proficiency in English and Tok Pisin

    Mobilization Requirement

This is a PNG National position, a site-based role on a FIFO arrangement with a rotation of 21 days on and 14 days off. Candidates must successfully pass a pre-employment medical, including drug and alcohol screening (to be arranged only for successful candidates after the interview stage), and provide an up-to-date Police Clearance Certificate (acquired within the last 6 months). Candidates must be PNG Nationals and available to start immediately. Females are encouraged to apply.
