Advisor – Accessibility & Network Quality Design Issues
Location: Utrecht (Main Location) / Rotterdam, Netherlands
Work Model: Hybrid
Hours per Week: 28–32 Hours
Start Date: 1 April 2026
Contract Duration: Until 31 December 2026 (Extension Possible: 4 x 6 Months)
Education Required: HBO Degree
Language Requirement: Fluent Dutch Required
We are seeking an experienced Advisor on Accessibility & Network Quality Design Issues to support a large-scale infrastructure and mobility program focused on the future development of highway service areas.
The role focuses on advisory activities related to accessibility, traffic engineering, spatial quality, infrastructure design, and coordination between multiple governmental and operational stakeholders.
Key Responsibilities
Advise on policy frameworks and development plans related to infrastructure and service areas
Support the preparation and adjustment of design and structural frameworks
Draft and contribute to key amendments regarding service area design standards
Coordinate infrastructure and facilities-related activities across multiple departments and stakeholders
Act as a liaison between program teams, operational units, and regional stakeholders
Provide strategic and operational advice to program management
Participate actively within multidisciplinary program teams
Support implementation activities related to future mobility and infrastructure initiatives
Contribute expertise regarding traffic engineering, road design, and spatial quality
Required Skills & Experience
Completed HBO-level education
Experience working within national or governmental organizations
Strong experience as a senior advisor within infrastructure or mobility environments
Knowledge of traffic engineering consultancy and motorway/service area design
Experience with physical infrastructure and spatial quality issues
Strong stakeholder management and coordination capabilities
Excellent communication and advisory skills in Dutch
Ability to work effectively within multidisciplinary and politically sensitive environments
