Yolo County Health & Human Services Agency (HHSA) is recruiting to fill one (1) regular, full-time position in the classification of Adult Services Worker for the In-Home Supportive Services Program (IHSS). IHSS serves Medi-Cal eligible older adults and individuals with disabilities by providing eligible recipients with authorized service hours to hire an IHSS provider to assist them the completion of activities of daily living and help them remain in their homes safely. The Yolo County IHSS Program serves over 4,000 recipients and 4,000 providers. IHSS is funded by federal, state, and county funds.
A primary responsibility of the Adult Services Worker (ASW) is evaluating eligibility for In-Home Supportive Services (IHSS) and determining the level and type of assistance an individual requires with activities of daily living. This work requires a comprehensive understanding of the individual's functional abilities & limitations, medical and psychosocial circumstances, living environment, and ability to safely perform essential activities independently. The ASW position requires case authorizations and reassessments to be completed in the recipient’s home. A significant part of the work is completed in the field, in the recipient’s home, to assess the level of support an IHSS recipient needs to remain safe in their home. The main IHSS office is in Woodland, CA and the caseload can include cases countywide based on program needs.
ASWs currently carry caseloads that may fluctuate between approximately 200 and 230 cases. However, the older adult population continues to grow. Statewide, an average caseload can be around 325-360. We anticipate our program will continue to grow and foresee caseloads reaching the statewide level.
The ideal candidate has In-Home Supportive Services knowledge and experience working with older adults and individuals with disabilities. They must be able to learn and follow the IHSS policies & procedures to effectively implement them when delivering services. They must be able to meet deadlines and complete IHSS recipient assessments and annual reassessments timely. Case management experience is highly desirable and will be crucial for candidate success. To meet the demand of our IHSS recipients and their families the incumbent MUST be Russian bilingual.

The level of hire will be determined based on the candidate’s qualifications and at the discretion of the hiring manager at the time of offer.
Under supervision, performs initial and continuing eligibility determinations for In Home Supportive Services; performs comprehensive risk and safety assessments; provides skilled casework services to meet the needs of people who are aged, blind, and/or disabled and at risk of out of home placement; develops individual assessments utilizing skilled social work methods, principles and practices; makes appropriate referrals for health, mental health and social services; and works collaboratively with county departments, community agencies and service providers.
The Adult Services Worker class has two salary levels, and positions in this class are flexibly staffed. The Adult Services Worker I is the entry-level professional classification in this classification series. Initially, incumbents work under close supervision, and are given detailed instructions in the performance of routine casework services and eligibility determinations that are more structured and repetitive than those assigned to the Adult Services Worker II. As skills and knowledge are developed, incumbents are expected to perform increasingly responsible and difficult assignments.
Incumbents may advance to Adult Services Worker II after demonstrating the ability to perform the full journey level duties of the class. The Adult Services Worker II is the journey level professional classification responsible for performing the full range and scope of adult services investigations and casework. Incumbents work under general supervision and are expected to be proficient in performing a variety of responsible and difficult professional casework services and eligibility determinations. Incumbents at the journey level may provide training and resources to entry level Adult Services Workers.

Adult Services Worker I employment standards:
Education: Bachelor's degree from an accredited college or university with a major in social work, sociology, social science, counseling, psychology or other related field.
Experience: None required.
Adult Services Worker II employment standards:
Education: Bachelor's degree from an accredited college or university with a major in social work, sociology, social science, counseling, psychology or other related field; AND
Experience: Two (2) years of social services casework experience, including a minimum of one (1) year of experience performing IHSS eligibility determinations in a local government agency comparable to the Yolo County class of Adult Services Worker I.
License: Positions in this classification require incumbents to possess and maintain a valid California driver's license, Class C or higher, to carry out job related duties. Individuals who do not meet this requirement due to a physical or mental disability may request a reasonable accommodation.
Special Requirement: Some positions in this class require the incumbent to work on call shifts on a rotational basis including evening and weekend work.
