Job Description

Position Summary

Works under the general direction of the Division Director of Public Works to be responsible for the administrative duties associated with planning, directing, and controlling the activities of the Support Services Department operation for the primary purpose of providing building and facility maintenance services.

Pay Grade: 59

Salary Commensurate with Experience and Education

Minimum Qualifications

  • Seven (7) years of experience in an administrative/managerial capacity including responsibilities in project management and control, planning and budget preparation; AND
  • Bachelor's degree from an accredited college or university in public or business administration or a closely related field; OR
  • An equivalent combination of related education and/or experience.
  • PROOF OF EDUCATION; TRAINING; AND/OR EXPERIENCE IS REQUIRED.

Duties and Responsibilities

  • Plans, organizes, directs, and controls assigned activities of the department directly or through subordinate management.
  • Ensures supervisory responsibilities are carried out in accordance with policies and applicable laws including hiring and training employees, appraising performance, discipline, addressing complaints and resolving problems.
  • Ensures that department objectives and goals are met.
  • Directs preparation of department budget and ensures department operates within established policies and procedures.
  • Conducts meetings, develops workable plans, and prepares comprehensive reports.
  • Develops and recommends new policies and procedures concerning departmental
  • objectives.
  • Keeps top management informed on department needs, plans, and projects.
  • Performs related responsibilities as required or directed.

KSAs

  • Knowledge and experience in utilizing modern management techniques and the ability to apply them.
  • Knowledge of the principles and practices of organization management and public administration.
  • Ability to develop master work plans and objectives and identify problems and make changes as required.
  • Ability to prepare budgets, financial reports and cost analyses.
  • Ability to deal effectively with executives, Elected Officials and other departments with Shelby County Government.
  • Ability to manage department operations and assigned personnel effectively and in a cost-efficient manner.

Special Requirements

  • Must have a valid Tennessee Driver’s License or secure one by date of employment.
  • Must have access to an operable auto mobile and meet County requirements for automobile insurance upon date of employment.
  • Must be able to travel to other Shelby County Government site locations as required.

Shelby County Resident Disclaimer

All employees hired after September 1, 1986, must be residents of Shelby County and shall continue to reside in the County as a condition of their employment.  The residency requirement shall not apply to certain public safety/civil service employees.  This means exemption from this policy is in effect for the following departments and positions: (1) Sheriff Deputy Patrol Officers, Deputy Jailers and Dispatchers, employed by the Sheriff Department, (2) Correction Officers employed by the Division of Corrections, (3) Firefighters, Paramedics and Dispatchers employed by the Shelby County Fire Department.  The residency exemption for public safety/civil service employees does not include Appointed positions with Sheriff’s Office, Division of Corrections or the Fire Department.
