Responsible for administering and leading the district’s compliance efforts relative to The Marjory Stoneman Douglas High School Public Safety Act and related regulatory reporting requirements. Position collaborates closely with a highly regarded team of administrative and law enforcement professionals including members of Orange County Public Schools' District Police and district leadership.

Responsibilities and Qualifications

QUALIFICATIONS:

  • Bachelor’s degree from an accredited institution required.
  • Two (2) years of experience managing a compliance-related function; experience with compliance with local, state or federal laws preferred.
  • Familiarity with the Marjory Stoneman Douglas High School Public Safety Act preferred.
  • Previous experience administering requirements of campus safety and security and Florida Department of Education (FDOE) associated federal guidelines preferred.
  • Must possess and maintain a valid Florida driver’s license and proof of insurability.
  • Able to successfully pass a comprehensive background assessment, which includes a criminal history check, drug screen, fingerprinting, testing and related selection criteria.
  • TERMS OF EMPLOYMENT:Non-bargaining unit compensation plan, twelve months, 8.0 hours per day. The incumbent is considered to be “critical personnel” during an emergency and can be subject to being held over or called back to a district location at all times. KNOWLEDGE, SKILLS AND ABILITIES:Knowledge and experience in coordinating complex compliance and reporting functions. Familiarity with the Marjory Stoneman Douglas High School Public Safety Act (Stoneman Douglas Act). Demonstrated ability to conduct program audits to ensure compliance with federal and state regulatory requirements. Ability to effectively administer regulatory records management and retention processes and systems. Familiarity with current federal codes, state laws, state board rules and school board policies as they relate to safety and security regulatory compliance reporting. Capacity to apply continuous improvement principles within the work environment. Ability to use computer-based business management systems and the full Microsoft Office Suite. Excellent project management skills and proven ability to work effectively within cross-functional teams. Proven ability to consistently complete assignments and perform functions in a timely manner with minimal errors. Possesses strong analytical, problem identification and resolution skills. Capacity to communicate verbally and in writing, effectively presenting ideas and information in a clear and concise manner. Capable of consistently demonstrating a high degree of accountability, personal integrity and emotional maturity. Demonstrated ability to effectively, continuously and discreetly, work with confidential and potentially sensitive information. REPORTS TO: Senior Administrator - School Safety and Security SUPERVISES: Manager - School Safety Compliance MACHINES, TOOLS, EQUIPMENT:Machines, tools, equipment, electronic devices, vehicles, etc., used in this position to include e: automobile, computer, copier, integrated copier/fax/imager, telephone, two-way radios, teletype, video-intercom device, whiteboard system, etc. PHYSICAL REQUIREMENTS:Describes physical conditions of this position.Light Work: Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated as Light Work. PERFORMANCE RESPONSIBILITIES:* Manifest a professional code of ethics and values.* Respond to internal and external customers in a timely, accurate, courteous and empathic manner representing OCPS in a positive light.* Model the routine, intentional and effective use of technology in daily work, including communications, organization and management tasks.* Assist with coordinating the district’s compliance program relative to The Marjory Stoneman Douglas High School Public Safety Act (Marjory Stoneman Douglas Act) and related reporting requirements.* Serve as a resource to school administrators for The Marjory Stoneman Douglas High School Public Safety Act and related school safety legislation.* Provide technical guidance and corrective action to district and school-based employees concerning compliance with applicable rules and regulations.* Collaborate with the governance committee to develop, recommend, implement and oversee policies, procedures, programs and functions that ensure compliance with the Marjory Stoneman Douglas Act and associated regulations. Provide awareness training to key district stakeholders.* Collect, analyze and validate data from various internal and external sources to support the district in meeting the various safety and security compliance reporting requirements.* Develop sound data collection and interpretation practices and systems to reduce organizational risk. Seek review and approval of all statistical information prior to release for compliance reporting purposes.* Serve as a designee of the School Safety Specialist to review and approve campus access exception requests from school administrators.* Serve as a designee of the School Safety Specialist to oversee the annual completion of unannounced monitoring visits at all district and charter schools.* Provide district leadership with weekly compliance updates pertaining to the annually required unannounced monitoring visits. Updates will document the schools visited and the details of any identified deficiencies.* In coordination with the School Safety Specialist, provide quarterly reports to the School Board on the progress of the annual unannounced monitoring visits.* Review Florida Department of Education (FDOE) Florida School Safety Compliance Inspection Reports and coordinate with school administrators to implement corrective actions for any identified deficiencies. The documented corrective actions will then be submitted to the FDOE – Office of Safe Schools.* In coordination with the School Safety Specialist, oversee the school emergency drill reporting process and provide school administrators with support and corrective guidance.* Coordinate the annual testing of each school’s Alyssa’s Alert mobile panic alarm to ensure connectivity and proper functionality.* Serve as an FDOE approved trainer in the Florida Harm Prevention and Threat Management Model.* Submit final reports to the Florida Department of Education in a timely manner and ensure proper notification to executive leadership and the Board.* Stay current on FDOE regulations as they relate to the Stoneman Douglas Act. Remain current in legislative and regulatory developments in the Stoneman Douglas Act to ensure that the district receives all benefits available and remains in compliance with regulations.* Assist with the preparation and publication of school safety and security compliance reports and associated materials ensuring that all information is factually correct and that requirements are met within the prescribed periods. Ensure proper notification to the School Safety Specialist.* Assist schools with completion of the annual School Security Risk Assessments within established timelines.* Stay abreast and informed of proposed and/or actual modifications to regulatory compliance requirements. Communicate such to department leadership to ensure proper notification to executive leadership and key stakeholders. Adjust programmatic practices, process and protocols to remain compliant with relevant regulatory requirements. Train stakeholders on new standards as appropriate.* Assist in the development and implementation of district-wide security programs, emergency planning programs, and training programs.* Coordinate professional contractors and consultants needed to conduct security and safety work for the district.* Aid School Safety Specialist in preparation for items in consideration, at Board Meetings.* Advise School Safety Specialist on the status of safety issues, or potential deficiencies, or unusual events that influence the school system. Make recommendations to meet standards or correct deficiencies.* Assist School Safety Specialist in developing and implementing the District's goals and strategic commitments.* Provide management support during critical incidents, emergent situations and special events.* Support the development of complex business cases and projects with analyses, data collection, research, fiscal planning, modeling and technical writing.* Represent the school district in various working groups, maintain close professional relationship with local counterparts and participate in relevant professional associations.* Participate in program/service assessments, quality improvement and/or special study projects as assigned.* Assist in the overall administration and management of departmental budgets, personnel, programs, resources and strategic initiatives to ensure that priorities are established and satisfied.* Work with scorecards and methodologies to monitor critical success factors, KPIs and performance measures.∗ Follow the district’s policies and procedures as related to all HRMD guidelines and the district’s instructional initiatives.∗ Follow the district’s policies and procedures as related to fixed assets.∗ Develop leadership in subordinates.∗ Responsible for keeping up to date on current technology being used by OCPS. With the support of the district, attend training to ensure skill level in various technologies is at the level required to perform in current position.∗ Responsible for maintaining timely and accurate information and accountable for the quality of information maintained by those they supervise.∗ Responsible for self-development and keeping up to date on current research, trends and best practices relevant to the area of responsibility.Perform other duties and responsibilities as assigned by supervisor.* Essential Performance Responsibilities EVALUATION:Performance of this job will be evaluated in accordance with provisions of the Board’s policy on evaluation of personnel.07/22/2025
