Job Description

Responsible for directing the activities of the Engineering Department and leading a team of technical professionals. The selected candidate is responsible for the design, construction and maintenance of the public infrastructure and rights-of-way while administering cost effective and environmentally responsible solutions. Coordination and collaboration with Federal, State and local government agencies and officials, as well as other County divisions and departments, is essential in successfully carrying out the assigned duties and responsibilities.

Pay Grade: 59

Salary Commensurate with Experience and Education

Minimum Qualifications

  • Seven (7) years of experience in an administrative/managerial capacity including responsibilities in project management and control, planning, and budget preparation.; AND
  • Bachelor's degree from an accredited college or university in engineering; OR
  • An equivalent combination of related education and/or experience.
  • Licensed as a registered professional engineer in Tennessee, or other state with licensure in Tennessee by date of employment.
  • PROOF OF EDUCATION; TRAINING; AND/OR EXPERIENCE IS REQUIRED.

Duties and Responsibilities

  • Plans, organizes, directs, and controls assigned activities of the Department directly or through personnel management.
  • Ensures supervisory responsibilities are carried out in accordance with policies, procedures, and applicable laws including hiring and training employees, appraising performance, discipline, addressing complaints and resolving problems.
  • Develops and recommends new policies and procedures concerning departmental objectives and ensures that these goals are met.
  • Directs and oversees preparation and execution of the department budget.
  • Plans and supervises the work of engineers, construction project managers, right-of-way professionals and inspectors.
  • Responsible for all aspects of engineering for County infrastructure including but not limited to roadways, bridges, storm drainage systems, and sanitary sewers.
  • Conducts engineering studies and investigations and evaluates data for recommendations.
  • Solicits and manages bids/proposals processes; selects and recommends consultants and contractors for design and construction services.
  • Consults with and provides leadership to team of design consultants and contractors.
  • Prepares and reviews design of construction projects.
  • Oversees, develops and executes vertical building design and construction projects to completion.
  • Prepares and presents resolutions for review and approval by the Director, Mayor and Board of County Commissioners.
  • Monitors budgets, scheduling and QC/QA for major projects both horizontal and vertical construction and/or renovations and repairs.
  • Reviews and checks plans and specifications and assists private organizations and public to comply with engineering standards and specifications and ordinance requirements.
  • Responsible for ADA compliance implementation.
  • Conducts meetings, develops workable plans, and prepares comprehensive reports.
  • Consults with Directors, Administrators and Elected Officials.
  • Performs related responsibilities as required or directed.

KSAs

  • Knowledge and experience in utilizing modern management techniques and the ability to apply them.
  • Knowledge of the principles and practices of organization management and public administration.
  • Ability to develop master work plans and objectives and identify problems and make changes as required.
  • Ability to prepare budgets, financial reports, and cost analyses.
  • Ability to coordinate effectively with executives, Elected Officials, and other departments with Shelby County Government.
  • Ability to manage department operations and assigned personnel effectively and in a cost-efficient manner.

Shelby County Resident Disclaimer

All employees hired after September 1, 1986, must be residents of Shelby County and shall continue to reside in the County as a condition of their employment.  The residency requirement shall  not apply to certain public safety/civil service employees.  This means exemption from this policy is in effect for the following departments and positions: (1) Sheriff Deputy Patrol Officers, Deputy Jailers and Dispatchers, employed by the Sheriff Department, (2) Correction Officers employed by the Division of Corrections, (3) Firefighters, Paramedics and Dispatchers employed by the Shelby County Fire Department.  The residency exemption for public safety/civil service employees does not include Appointed positions with Sheriff’s Office, Division of Corrections or the Fire Department.
