GENERAL STATEMENT OF DUTIES: Within a Department of Behavioral Healthcare, Developmental Disabilities and Hospitals (BHDDH) area designated as a medium-sized organizational component, to have the assigned responsibility for the overall administration of the planning, development and implementation of operational functions; or to have the assigned responsibility for the overall administration of a BHDDH program of substantially comparable complexity; and to do related work as required.
SUPERVISION RECEIVED: Works under the general direction of an administrative superior with wide latitude for the exercise of initiative and independent judgement in developing and executing agency services; work is reviewed through written reports and conferences for proficiency and conformance to departmental policies, rules, regulations, provisions of law and professional standards.
SUPERVISION EXERCISED: Plans, organizes, coordinates and reviews the work of management, professional, technical and other staff engaged in program activities.

KNOWLEDGE, SKILLS AND CAPACITIES: A thorough knowledge of the principles and practices employed in the administration of health care programs and services; a thorough knowledge of the operations of the assigned program or services area and the ability to utilize this knowledge in promoting effective and efficient programs and services; a thorough knowledge of trends and best practices in the program or services area and the ability to apply this knowledge to planning, coordinating, administering and evaluating the program; a thorough knowledge of relevant laws, regulations, policies and procedures; the ability to lead, supervise, direct, assign and evaluate the work of subordinates; the ability to serve as an effective member of a leadership team; the ability to provide leadership and coordination; the ability to communicate effectively; the ability to meet and conform to the requirements of an operational set of performance specifications; and related capacities and abilities.
EDUCATION AND EXPERIENCE:
Education: Such as may have been gained through: possession of a Master’s Degree in Public Administration, Management, Health Administration, or in the specifically assigned area of organizational or program responsibility; and
Experience: Such as may have been gained through: extensive employment in a management position (line/direct service or staff support) in a health care environment.
Or, any combination of education and experience that shall be substantially equivalent to the above education and experience.
The Administrator III will serve as the Director of Project Management (DPM) within the Department of Behavioral Healthcare, Developmental Disabilities and Hospitals (BHDDH) to provide strategic leadership for the Department’s Project Management Office and oversees the planning, coordination, and execution of capital improvement, rehabilitation, maintenance, and emergency response projects for agency state-owned residential facilities.
Reporting to the Chief of Staff or designee, the DPM ensures that facilities remain safe, functional, compliant with applicable standards, and aligned with the Department’s operational needs and long-term capital priorities.
The DPM manages an annual capital budget and is responsible for overseeing all phases of facility improvement projects, including project prioritization, planning, budgeting, design coordination, construction oversight, and closeout activities. The position conducts facility assessments, coordinates with the Division of Capital Asset Management and Maintenance (DCAMM), oversees vacant properties, and directs maintenance strategies to preserve and enhance the State’s residential assets.
The DPM exercises delegated authority for procurement and contract administration in accordance with applicable laws, regulations, and policies. Responsibilities include overseeing competitive procurement processes, contractor selection, contract compliance, change order management, Minority Business Enterprise (MBE) participation requirements, insurance compliance, and project documentation. The DPM also develops and maintains comprehensive facility condition data, prepares reports and recommendations for executive leadership, and monitors project performance to support effective decision-making, resource allocation, and accountability.
The successful candidate will be an experienced leader with demonstrated expertise in construction project management, capital planning, contract administration, and facility operations. The ideal candidate will possess the ability to manage multiple complex projects simultaneously, lead and supervise staff, collaborate effectively with internal and external stakeholders, respond to facility emergencies, and ensure the responsible stewardship of public resources while maintaining the highest standards of compliance, transparency, and customer service.

Also, be advised that a new provision in RI General Law 35-6-1 was enacted requiring direct deposit for all employees. Specific to new hires, the law requires that all employees hired after September 30, 2014 participate in direct deposit.
