The Information Systems Department is seeking an experienced Administrative Systems Analyst responsible for supporting, maintaining, and enhancing enterprise software systems, with a primary emphasis on the Oracle E-Business Suite (HRMS and Financials). This position ensures the stability and effective operation of critical business applications while contributing to system implementation, configuration, troubleshooting, and improvement efforts that support City operations.
The Administrative Systems Analyst administers and supports Oracle E-Business Suite modules by managing configurations, workflows, concurrent programs, security setups, and personalization features. This role plans, designs, and deploys enhancements and interfaces while ensuring minimal disruption to business processes.
This position works closely with Human Resources and Finance stakeholders to assess business needs, analyze technical requirements, and deliver effective solutions. The analyst communicates with end users, decision makers, and vendors; troubleshoots and resolves application issues; supports integrations with other enterprise systems; and maintains detailed documentation of configurations, system processes, and technical changes. Providing end-user support and clear, concise reporting is an essential component of the role
Candidates should have strong technical knowledge of SQL databases, client-server architecture, web-based systems, and enterprise software—specifically Oracle E-Business Suite R12. Experience with HR, payroll, and financial processes, along with familiarity in Oracle workflows, forms, and concurrent programs, is essential. Applicants must possess a bachelor’s degree in Computer Information Systems, Computer Science, or a related field, plus at least three years of progressively responsible experience with complex, database-driven applications. Strong analytical and troubleshooting abilities, effective communication skills, independent judgment, and the capacity to work collaboratively across departments are required.
