Description

The Secretary of State Office is a constitutional office within the General Government Cabinet of the Commonwealth of Kentucky. This Administrative Specialist Senior position is within the Administrative Support Section. The position provides professional support to the Office of Administration in developing, implementing, and maintaining various complex activities within summons. The position serves as the backup to Fiscal Officer, including in the analysis and maintenance of fiscal reports and transactions. The position works with the Executive Journal to include the Governor’s Executive Journal, Legislative Bills enacted by the General Assembly, Bond and Bond releases from the Department of Insurance, appointments from the Governor’s Office for boards and commissions, extraditions, restorations, and requisitions as requested by the Governor’s Office.

Job responsibilities include, but are not limited to, the following:

  • Processes summons received and reviews for proper content.
  • Ensures summons meet statutory requirements and has full authority on final decision to approve or reject summons.
  • Coordinates with the circuit clerks on billing program.
  • Maintains summons database and information and records regarding summons served.
  • Assists circuit clerks and public in interpreting statutes, regulations, and procedures on summons.
  • Recommends changes in summons laws and revises summons forms as needed.
  • Acts as back up to the Fiscal Officer, which includes preparing payment documents in EMars, managing the prepaid accounts, submitting daily deposits and cash receipts, and preparing refund checks due to overpayments.
  • Acts as backup to the Executive Journal Branch.
  • Receives, reviews, arranges, and indexes information from the Governor's Executive Orders into the Executive Journal, including requests from the Governor's office for boards, commissions, and Kentucky Colonels, on extraditions, restorations, requisitions, proclamations, and reorganizations.
  • Assists the Records Officer by conducting archive searches.
  • Performs problem solving research and retrieves documents for the corporate filings, records, notary, and election departments.

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: Three years of professional, administrative, or business experience.

Substitute EDUCATION for EXPERIENCE: Additional education will substitute for the required experience on a year-for-year basis.

Substitute EXPERIENCE for EDUCATION: Additional administrative, business, research, and/or clerical experience will substitute for the required education on a year-for-year basis.

Working Conditions

Incumbents working in this job title primarily perform duties in an office setting.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
