The Administrative Specialist II position supports the Adult Care Licensure Section (ACLS) by collecting, organizing, maintaining, analyzing, and reporting regulatory data associated with surveys, inspections, and enforcement activities. The role uses established information systems and operational processes to identify trends, monitor compliance, ensure data accuracy, and prepare statistical reports that support regulatory oversight and management decision‑making. Work includes compiling monthly, quarterly, annual, and ad hoc reports and assisting ACLS leadership and the Quality and Compliance Unit with data collection and documentation needs.
This position maintains accurate records for the administrative penalty process, processes required documentation, and monitors enforcement activities. This role also provides technical assistance to internal and external customers, maintains electronic and hard‑copy files, prepares regulatory correspondence, and performs data entry, record maintenance, and reporting functions to support the Section’s mission of protecting the health, safety, and welfare of adult care home residents.
Key Duties Include:
- Collect, organize, and maintain regulatory data from adult care home surveys, inspections, and enforcement activities.
- Analyze regulatory data to identify patterns, monitor compliance indicators, and support management decision‑making.
- Compile monthly, quarterly, annual, and ad hoc statistical reports for leadership and the Quality and Compliance Unit.
- Process and track administrative penalty actions by maintaining accurate records and monitoring enforcement timelines.
- Prepare and issue regulatory correspondence in alignment with established procedures and documentation requirements.
- Maintain electronic and hard‑copy records using designated information systems and standardized workflows.
- Enter, verify, and update regulatory and enforcement data to ensure accuracy, completeness, and consistency.
- Provide technical assistance and support to internal staff, external stakeholders, and adult care providers regarding regulatory processes and data needs.
- Coordinate with ACLS leadership, branch managers, and program staff to support data reporting, compliance monitoring, and regulatory documentation.
- Support the Quality and Compliance Unit by ensuring timely communication, reliable documentation, and consistent application of reporting standards.
Knowledge Skills and Abilities/Management Preferences

Demonstrated experience collecting, organizing, and maintaining printed and electronic regulatory data to support program operations and compliance reporting.
Experienced using information systems and related software to perform data entry, verify data accuracy, and generate monthly, quarterly, annual, and ad hoc statistical reports.
Documented experience processing multi‑step administrative workflows, including tracking administrative penalties, maintaining enforcement records, and preparing regulatory correspondence.
Proven skill providing technical assistance to internal and external customers by interpreting program information, explaining processes, and supporting regulatory documentation requirements.
Demonstrated effectiveness compiling, summarizing, and reconciling program and enforcement information to support decision‑making within a regulatory environment.
About the Division of Health Service Regulation:
The Division of Health Service Regulation oversees medical, mental health and adult care facilities, emergency medical services, and local jails. We check to see that people receiving care in these facilities are safe and receive appropriate care. We make certain that medical buildings are built only when there is a need for them.
About the Adult Care Licensure Section:
The Adult Care Licensure Section licenses and regulates adult care homes and provides supervision, and consultation. The section also provides training and technical assistance to county departments of social services staff who regularly monitor the compliance status of the facilities in terms of rules and quality services. Training and other support services are provided to facility staff to enhance their ability to meet the needs of residents.
