The Riverside County Flood Control and Water Conservation District has an opportunity for an Administrative Services Officer in Riverside.
The Administrative Services Officer reports directly to the Chief of Finance and oversees the District’s Purchasing Section, providing leadership, supervision, training, and performance evaluation for a team of Buyers and the embedded Procurement Contract Specialist. This role ensures efficient procurement operations and adherence to District policies, procedures, and regulatory requirements.
Key responsibilities include developing, updating, and interpreting procurement policies; delivering District-wide and divisional trainings; reviewing consultant insurance for compliance; and coordinating procurement activities with internal divisions, County departments, the Department of Industrial Relations, and external suppliers. The Administrative Services Officer participates in recruitment processes for procurement staff and supports the annual budget by preparing cost estimates for capital assets, repairs, and maintenance informed by involvement in RFP, RFB, and RFQ activities.
The position researches, develops, and analyzes complex solicitations for capital and non-capital public works projects, specialized equipment acquisitions, and a wide range of professional services. Additional duties include contributing to scopes of work, reviewing inventory transactions for accuracy, monitoring for slippage, and reconciling expenditures across multiple accounting systems.
Competitive candidates will possess extensive experience preparing and executing a wide range of solicitations, including RFPs, RFQs, RFBs, and RFIs. They will demonstrate strong knowledge of public works procurement policies and processes, including project cost limits and contractor requirements defined by the California Uniform Public Construction Cost Accounting Act (CUPCCAA). Successful candidates will also be well-versed in federal, state, and local laws governing construction contracting, with a solid understanding of Department of Industrial Relations (DIR) requirements related to building and grounds improvements, as well as emergency flood control facility repair projects.
This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311 of the County Management Resolution. The Riverside County Flood Control and Water Conservation District provides for the control and conservation of flood and storm waters and for the protection of watercourses, watersheds, public highways, life and property from damage within its boundaries.
•Reports directly to the Chief of Finance.
•Supervises, trains, reviews, and evaluates the work product of the Purchasing section of the District which includes three (3) Buyer IIs and one (1) Buyer I .
•Oversees tasks assigned to the District embedded Procurement Contract Specialist .
•Participates in the recruitment and selection of potential incumbents.
•Develops, updates, and interprets District policies and procedures.
•Conducts District-wide and Divisional trainings on procurement-related topics.
•Reviews consultant insurance policies for compliance.
•Coordinates work with other Divisions/Sections, County Departments, Department of Industrial Relations (DIR) and external suppliers to develop and ensure compliance with procedures related to Riverside County Purchasing Policy, Public Works Contracts, AB 339 regulations, etc.
•Assists in the annual budget process by providing reasonable estimates for capital asset purchases, capital repairs, and building maintenance costs as informed by their direct involvement in RFP, RFB, and RFQ processes.
•Researches, develops and analyzes complex RFP/Q’s related to Capital and non-Capital Public Works projects, purchase of specialized equipment (e.g. drones, dozers, excavators, lowboys, water trucks, fence trucks), hydrologic services and products, engineering and environmental services, legal services, legislative management services, etc.
•Assists in the development of scopes of work for various RFB’s.
•Reviews District chemical and fence inventory transactions and reviews records for slippage.
•Reviews and reconciles spend on District on-call service contracts between two accounting software systems.
Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in accounting, business or public administration, finance, or a closely related field to the assignment. (Administrative, paraprofessional or technical experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)
Experience: Three years of professional administrative experience, which must include a minimum of two years in a lead or supervisory capacity overseeing a staff of three or more.
Knowledge of: The principles and practices of public or business administration, organizational analysis and fiscal and personnel management; budget preparation and control; contract administration and control; principles and practices of supervision.
Ability to: Analyze administrative problems, reach practical and logical conclusions, and put effective solutions into practice; develop cooperative working relationships; plan, organize and direct the work of others; prepare clear and concise reports.
Other Requirements:
Possession of a valid California Driver’s License in order to attend site walks with potential contractors at various District facilities and to attend various meetings located throughout Riverside County.
