The Mission of the Louisiana State Racing Commission is to supervise, regulate, and enforce all statutes and regulations associated with horse racing and pari-mutuel wagering for live on-track and off-track horse racing, and other simulcasts of races. To collect and record all taxes due to the State of Louisiana; to safeguard the participants of racing; to safeguard the assets of the LSRC; and to perform administrative and regulatory requirements by operating the LSRC activities, including annual budget formulation and execution, regulatory and veterinary daily activities, supervision, and promotion of horse breeding in Louisiana.

The incumbent performs agency-wide purchasing/property control duties for the Louisiana State Racing Commission (LSRC). This position is located at the Commission's domicile office. The incumbent requires specialized knowledge of racing, racing terminology, and specific rules and statutes governing racing and purchasing. The incumbent purchases moderately complex and diverse commodities and services, specializes in the purchase of specific racing commodities and services, and wide varieties of complex items for multiple facilities (track offices) on a statewide basis with a purchasing authority of $5,000 ($500 for printing jobs/items not on state contract).

Examples of duties

Three years of experience in administrative services; OR

Six years of full-time work experience in any field; OR

A bachelor's degree.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Supplemental information

Job Duties:

  • Purchases all equipment, supplies, and services by developing specifications, promoting competition, and eliminating details that may cause delays in delivery at an optimal price for the agency.
  • Prepares agency PPCS (professional, personal, consulting, and social) service contracts, cooperative endeavors, and legal contracts under the direction of the Director of Pari-Mutuel Wagering and in compliance with the Office of State Procurement’s (OSP) policies and procedures
  • Procures through proper vendor selection, solicitation, evaluation of bids for prices, delivery, terms and conditions, and award to the lowest responsible and responsive vendor whose bid meets the requirements and criteria set forth in the solicitation
  • Maintains and monitors monthly supply inventory for domicile office and coordinates with track office managers to obtain track office inventories
  • Retrieves mileage logs monthly from state vehicle, checks odometer readings, mileage, fuel gallons/cost, and maintenance
  • Responsible for movable state property; tagging, reporting, inventory, transferring or moving of state property and surplus or scrap property.
  • Drives occasionally to deliver/pickup supplies/equipment; local travel to track and vendors. Occasional statewide travel to Evangeline Downs, Delta Downs, or Louisiana Downs may be needed.
