About this position

The position serves is the primary procurement assistant for district acquisitions and will serve as the lead of direct work of lower-level employees. Under the direction of the Administrative Program Manager 2, the incumbent is expected to exercise independent judgement and initiative in determining the approach/action to take in nonroutine situations that may arise. This position must possess an extensive knowledge of DOTD procurement and accounting policies and procedures in accordance with Louisiana and Federal guidelines, and DOTD Business Services and Procedures Manual, to report and document all accounting activities accomplished.

Examples of duties

Three years of experience in administrative services; OR

Six years of full-time work experience in any field; OR

A bachelor's degree.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:

Inventory Management

  • Serves as Property Manager overseeing approximately $19 million in Property Control inventory, including assigning DOTD identification numbers to assets valued at $1,000 or more and maintaining accurate inventory records and reports.
  • Coordinates and conducts annual inventories, maintains property control logs, and tracks small tools and accountable items valued under $1,000 using spreadsheets/databases.
  • Manages the disposal process for surplus or damaged property, including preparing ATT forms, coordinating deliveries with LPAA, ensuring proper documentation and signatures, and updating records to remove disposed items from inventory.

Procurement

  • Serves as District procurement agent, managing requisitions and purchase orders totaling approximately $6.5 million in support of 34 administrative units while ensuring compliance with all District, Agency, and State procurement policies and procedures.
  • Creates, revises, and maintains purchase orders for goods and services; utilizes SAP, ERP, and SRM systems to ensure accurate processing of transactions, coordinates with internal units, and initiates corrective actions as needed.
  • Maintains and audits procurement records and inventory data, prepares statistical reports and spreadsheets, and provides analysis and updates to support management decisions, budgeting, and forecasting.

Travel

  • Serves as Signatory Authority and administers District switchboard operations.
  • Provides training and guidance to District personnel on procurement, payables, and payroll processes in accordance with Agency policies, procedures, and business manuals.

Position-Specific Details:

Appointment Type: Probational, Promotional, or Detail to Special Duty.

Work Schedule: Work hours are to be determined, Monday - Friday

Compensation: 1,443.20/biweekly Additional pay may be offered to employees with extraordinary qualifications.
