Position Summary:
The Administrative Lieutenant reports directly to the Deputy Chief Marshal and is responsible for overseeing administrative and operational functions to ensure the efficiency and effectiveness of the department. This position manages grant administration, fleet and equipment operations, and data collection while coordinating training programs and professional development for personnel. Additionally, the Administrative Lieutenant plays a central role in planning and facilitating community engagement events, strengthening relationships between the Marshal Service and the Quapaw Nation community, and supporting the overall mission through strategic oversight and resource management.
Essential Job Functions:
Oversee grant administration, including application, reporting, and compliance with tribal, state, and federal requirements while working directly with the Quapaw Nation Grant’s Department.
Manage the department’s vehicle fleet, including maintenance schedules, operational readiness, and recordkeeping.
Supervise and maintain departmental equipment, ensuring proper inventory control, functionality, and safety.
Develop, coordinate, and implement training programs to support personnel development and compliance with law enforcement standards.
Collect, analyze, and report operational and performance data to inform decision-making and strategic planning.
Plan, coordinate, and participate in community engagement events to strengthen relationships with the Quapaw Nation community.
Provide administrative support to the Marshal Service, ensuring efficient operations and adherence to policies and procedures.
Assist leadership with resource allocation, budgeting, and operational planning to support departmental goals.
Assist with the development and maintenance of systems, records, statistical data, and legal documents to ensure proper evaluation, control, and documentation of police operations in compliance with the Business Committee, Executive Director of Public Safety, Chief Marshal, Deputy Chief Marshal, Bureau of Indian Affairs (BIA), and applicable federal and state laws.
Maintain internal departmental discipline, ensuring appropriate conduct and professional behavior of all assigned personnel.
Review and approve incident reports to confirm accuracy, completeness, and adherence to departmental policy.
Provide on-scene support and backup to officers when available, ensuring safety and adherence to procedure.
Recommend and document disciplinary actions as necessary.
Coordinate activities with other tribal departments and programs, and maintain effective communication with the Tribal Prosecutor, Tribal Court, BIA, District Attorney’s Office, and other law enforcement or government agencies.
Respond to emergencies and use appropriate force, including firearms when necessary, to prevent or stop crimes in progress and ensure the apprehension of offenders.
Protect and guard public officials, prisoners, citizens, and property as required.
Serve warrants, summonses, subpoenas, notices, and other legal processes.
Communicate clearly and concisely with fellow officers, dispatchers, and the public to share information on incidents, suspects, and emergencies.
Although Lieutenants do not serve as the designated first-line supervisors for all personnel, they possess rank authority over all subordinate personnel and are authorized to issue directives consistent with departmental policy.

Comprehensive understanding of law enforcement operations and administrative processes.
Familiarity of grant management, including application, reporting, and compliance requirements.
Familiarity with fleet and equipment management practices, including maintenance and safety protocols.
Understanding of training program development and adult learning principles.
Knowledge of data collection, analysis, and reporting methods for operational and performance metrics.
Awareness of community engagement strategies and public relations best practices.
Understanding of budgeting, resource allocation, and operational planning in a law enforcement context.
Strong organizational and time management skills to prioritize multiple responsibilities.
Effective written and verbal communication skills for reports, presentations, and community interaction.

Event planning and coordination skills for community outreach initiatives.
Ability to manage multiple projects and initiatives simultaneously while meeting deadlines.

The incumbent must have no previous felony convictions, or misdemeanors convictions involving domestic violence or moral turpitude.
Must be willing and able to perform all job-related travel. Must be willing to carry a firearm and use deadly force if required. Must possess the physical and mental stamina necessary to perform the duties of the position and be able to accept the inherent physical discomforts or dangers of the work, as verified by a complete physical examination meeting the specifications of the Quapaw Nation Marshal Service.
Must be able to successfully complete all required training and certifications.
Operate motor vehicles safely for official duties, possess a valid driver's license, be insurable under tribal policy, pass a tribal background check, and drug screening.
Must be willing and reasonably available to respond to after-hours callouts and emergency incidents on a 24-hour, as-needed basis.
Must be able to obtain and maintain a Special Law Enforcement Commission (SLEC) from the Bureau of Indian Affairs – Office of Justice Services.
Education / Experience:
Bachelor’s degree in Criminal Justice, Law Enforcement, Social Sciences, or a related field is preferred, but not required.
Must possess a Basic Law Enforcement Certification and have at least five years of continuous experience as a commissioned police officer, including a minimum of three years in a supervisory law enforcement role, as well as meet any additional minimum standards set by the Department of Justice’s Training and Standards, as applicable.
Experience managing administrative and operational functions, fleet management, officer training coordination, equipment oversight, data collection and analysis, an understanding of grant management and planning or coordinating community events and public engagement initiatives is preferred.
Physical Abilities:
The incumbent is frequently required to sit, talk and hear. The employee is occasionally required to stand; walk; use hands and fingers to feel, handle, or operate objects, controls, or tools as described above; reach with hands and arms above shoulder height without experiencing discomfort; climb and balance; stoop, kneel, crouch, and crawl; and taste and smell.
The incumbent must occasionally lift and/or move more than 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
Working Conditions:
A large part of the work is performed in an office environment with no disagreeable conditions. Occasionally, the employee works in outside weather conditions; also, there may be infrequent exposure to wet and/or humid conditions, fumes, or airborne particles, toxic or caustic chemicals, extreme cold, extreme heat, and vibration. It may be expected that the individual could be exposed to blood or other potentially infectious materials during the course of their duties. Any and all necessary protective equipment is provided by the employer and must be used when needed. The noise level in the work environment is usually moderate.
