The purpose of this class within the organization is to perform administrative duties for the Human Resources Department and provide excellent customer service to the City’s internal and external customers. This class works under close to general supervision according to set procedures but determines how or when to complete tasks.
Minimum Education and Experience Requirements:
Requires High School graduation or GED equivalent, supplemented by one year clerical or office experience or closely related experience. Associate’s Degree or specialized courses/training equivalent to satisfactory completion of two years of college in business or related field, plus two years administrative experience and experience with confidential information or closely related experience, preferred. The equivalent combination of education and related work experience may be considered.
Special Certifications and Licenses:
Valid Driver’s License
Desirable Knowledge, Skills and Abilities:
- Considerable knowledge of front desk administration and customer service support.
- Knowledge of and skilled in the maintenance of efficient filing systems.
- Considerable skill in creating spreadsheet formulas, mail merge, pivot tables, etc.
- Considerable ability to exercise independent judgment and initiative in performing routine and non-routine tasks, including providing guidance to others and making frequent decisions in accordance with applicable policies and delegated responsibilities.
- Ability to accurately process payroll, I-9s, eVerify, W-4s, etc.
- Ability to plan, organize and prioritize daily assignments and work activities; ability to meet strict timelines and perform multiple tasks.
- Ability to learn and utilize new skills and information to improve job performance and efficiency; ability to perform clerical administrative tasks quickly and accurately.
- Ability to work under stressful conditions as required; knows how to react calmly and quickly in emergency situations.
- Ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines.
- Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers. Personally demonstrates appropriate customer service skills.
- Work is performed onsite. The incumbent must be present at work to perform the essential functions of this job.
Essential Job Functions:
- Greets and assists visitors; answers phone, assists internal and external customers with inquiries and routes complex calls to HR team members; takes and relays messages.
- Oversees and reports on HR Budget to Assistant City Manager.
- Prepares and copies personnel files for legal matters.
- Serves as the primary point-of-contact for PRT seasonal staffing, Recreational Specialist. Leads the annual hiring, on-boarding and separation process for Ice Rink seasonal staff, working closely with PRT staff.
- Liaise with PRT administrative, supervisory, and leadership staff to hire Recreational Specialists via ATS Workflow.
- Serves as back-up to the HR Coordinator, facilitating weekly orientation sessions for PRT seasonal staff.
- Reviews and approves PAFs for separation of employment of Recreational Specialists.
- Monitors time reports and works closely with PRT support staff to promptly remove identified non-working employees from HRIS reporting.
- Conducts thorough and timely background/reference checks on prospective employees.
- Serves as primary HR office coverage, assisting internal and external customers.
- Assists with general questions, policy interpretation, verification of employment inquiries, and other issues.
- Creates and distributes monthly birthday and anniversary cards for City employees, sympathy cards as applicable.
- Prepares, types, downloads, copies, files and/or distributes faxes, memos, correspondence, etc.
- Creates and maintains data reporting such as, New Employee Information, PRT Log, etc.
- Organizes and maintains departmental calendar; creates and posts communication on Compass.
- Assists with various projects assisting other Human Resource team members including but not limited to employee benefit enrollments, communications, wellness initiatives, data requests from other departments or outside entities.
- Performs all other duties as assigned to meet organizational needs.
