The Land Information and Taxpayer Services (LITS) department is seeking an Administrative Assistant to provide administrative support in the Property Tax division and direct assistance to residents navigating the tax delinquency and forfeiture process. This position will serve as the main point of contact for individuals at risk of tax forfeiture, helping connect them with resources and support to prevent loss of their property.
This position is hybrid and will be performed both on-site at the Government Center located at 300 South 6th Street, Minneapolis, MN 55487. Work hours will be Monday through Friday, 8 a.m. – 4:30 p.m. with some flexibility. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

In this position, you will:
- Manage all aspects of outreach to residents regarding the pre-forfeiture process, including research of occupants and interested parties and evaluation of properties that enter in the delinquent and pre-forfeiture Notice of Expiration of Redemption (NER) process.
- Collaborate closely with internal partners, such as Human Service navigators for resident resources, the customer service team for help with repayment plans, and Property Tax Navigators for the Senior Deferral Program.
Work closely with external partners, such as elected officials and their staff, community organizations, municipal planners, and private developers, and collaborate with cross-departmental project teams to determine the most effective strategies for preventing tax forfeiture.
- Administer and maintain a comprehensive record-keeping system, draft reports for a variety of customers, and provide an annual outcomes report.
- Develop and formulate rationale for department management concerning proposed changes in County tax-forfeit policies, procedures, and operations.
Process state deeds by requesting, receiving, tracking, and recording TFL State Deeds between the Minnesota Department of Revenue, the County Recorder/Registrar of Titles Division, and the TFL Section (including Purchases, Repurchases, Conditional Use Deeds, etc.). Additionally, reconcile TFL accounts for state deed fees, filing fees, and deed tax.
- Manage APEX Finance accounts payable process for invoices for TFL properties expenses and data entry to TFL expense database.
- Coordinate the Take to Judgment (Delinquency) Statutory Process.
Need to have:- One of the following:
- Four years or more of experience in general administrative work related to the management of departmental/organizational operations or in a specialty area appropriate to the position.
- Note: General administrative work is defined as the administration and/or management of programs, policies, and/or budgets.
- Bachelor's degree or higher in public administration, business administration, or another field appropriate to the position.
Nice to have:- Experience:
- Working with Minnesota property tax statutes, rules, and regulations.
- Using Property Information System (PINS).
- Planning and participating in community outreach and events.
- Supporting and providing services to residents through in-home visits.
- Knowledge of Minnesota property tax laws and related Hennepin County processes, procedures, and systems.
- Skill in using Microsoft Office applications (Word, Teams, PowerPoint, CoPilot. SharePoint, and ExceI) to organize work and communicate results.
- Ability to:
- Present information and convey issues and complex information to both technical and non-technical audiences.
- Work effectively in teams, collaborate with staff, stakeholders, and residents.

Land Information and Tax Services is a department within the Resident Services Line of Business of Hennepin County that covers foundational responsibilities of government: land surveying, land recording, property tax collection and distribution. We also provide critical infrastructure and innovation support to departments throughout Resident Services.
