  • This is a Lancaster County Adult Probation and Parole Services administrative support position providing full performance and operational oversight of the department’s special administrative projects, research-related activities, performance measurement, and data collection analysis including evidence-based practices.

  • While most of this individual's duties will be the fulfillment of assigned tasks and special projects, his/her work must be completed with considerable initiative and independence.

  • Completed work and performance are reviewed for soundness of reasoning, effectiveness, and conformance with the department mission and established polices/objectives.

REPORTING RELATIONSHIPS

  • This position reports directly to the Deputy Director of Administrative Services.

ESSENTIAL JOB FUNCTIONS

  • 25% Assist the Business Manager, Deputy Directors, and Director with the scheduling of special meetings, preparing memos and reports, and department-wide projects Work in cooperation and coordination with the Adult Probation and Parole Services Collective Leadership Team.

  • 25% Process new hire paperwork, employee performance reviews, FMLA paperwork, ADA paperwork, Worker’s Compensation, and other confidential Human Resources matters. Maintain primary responsibility for assembling and/or revising the Adult Probation and Parole Services Organizational Manual.

  • 25% Serve as the primary collector, editor, and organizer of agency training record data.

  • 15% Assist with requests for IT assistance and Facilities Management. Serve as the primary collector, editor, and organizer of agency asset record data. Assist with fleet management as required.

  • 10% Coordinate full range of the department’s research-related functions primarily related to the effectiveness of department units, programs, services, and other activities. Develop meaningful outcome reports based on data collection, analysis, and performance measurements. Study and analyze administrative operations as needed and report findings and recommendations to the Deputy Director of Administrative Services.

  • Performs related work as required.

MINIMUM QUALIFICATIONS

  • Education requirement is completion of a bachelor’s degree program in business administration or closely related field; must have at least two years of experience related to position with strong aptitude and ability in administrative, interpersonal, and organizational skill; or any combination of education and experience which has provided the knowledge, skills and abilities cited above.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Ability to learn the methods and techniques of social research to include data collection, analysis, and the use of relevant software for analysis including Microsoft Office products.

  • Ability to learn methods and techniques associated with the development of performance measurement activities.

  • Knowledge of English grammar, spelling, and punctuation, as required for professional written presentation.

  • Knowledge of operational policies and procedures which relate to administrative and support services functions.

  • Proficiency in the use of computer programs and software applications, as required for essential job functions.

  • Ability to comprehend organizational/programmatic goals/objectives and relate these to department business practices and analysis.

  • Ability to gather, correlate, and analyze information/evaluative data; correspondingly able to compile and communicate said results in written form.

  • Ability to devise and implement solutions to administrative problems with minimal oversight.

  • Ability to present ideas/concepts, methods/procedures, and instructions/responses clearly and concisely, both verbally and in writing.

  • Ability to establish and maintain effective working relationships with a full range of staff employed by Adult Probation and Parole Services, as well as with individuals from other Court/County departments.

  • Ability to organize and complete work and coordinate tasks within established schedules and with accuracy critical to the success of those duties.

  • Skill in organizing and maintaining financial and personnel records and in preparing reports and statements from those records.

  • Effective time management skills and ability to prioritize work duties.

  • Display initiative and creative resourcefulness.

REQUIRED LICENSES/CERTIFICATIONS/CLEARANCES

  • The candidate must pass a criminal background check and a driver history check.
