Performs senior technical level administrative support work for the Customer Services Department under general supervision from an administrative or technical superior.

STARTING SALARY HIRING RANGE:
$24.59 - $27.73/hourly
$51,139 - $57,673/annually

*This is the anticipated starting salary range for this position. Please note that the final salary will be determined by the Office of Human Resources, commensurate with experience and aligned to ensure internal equity with similarly situated roles.*

CLASS DESCRIPTION:
Performs advanced technical level administrative support work, which may include supervisory responsibility, under general supervision from an administrative or technical superior. Work typically involves administrative support, technical tasks and secretarial work assisting legal staff or an executive level government official. Applies bookkeeping, accounting and data processing principles to accounting and financial record keeping and reporting systems at the advanced technical level. Work at this level may also include independent responsibility for a significant administrative or clerical process.

*This is a Classified position, meaning that it is a part of the Howard County Classified Service upon completion of a probationary period of at least six (6) months*

*Please note that this position falls within a collective bargaining unit and is represented by AFSCME Local 3085, Local 3888, or Local 1810.*

*This position has been designated as "essential personnel," meaning an employee is expected to report for regular work shift during inclement weather, emergency situations, County holidays and on an on-call basis.*

Examples of duties

Office Operations & Administrative Support:

  • Coordinate office operations and clerical procedures.
  • Assist with scheduling, dispatching, and tracking field service activities.
  • Maintain operational calendars, appointments, and departmental workflows.
  • Serve as a liaison between Meter Services, Finance, Customer Service, Engineering, and field personnel.
  • Exercise independent responsibility for complex administrative or clerical processes related to utility operations.
  • Maintain confidentiality, prioritize multiple assignments, and communicate effectively with the public and County staff.
  • Assist and back up other administrative staff as needed.
  • Perform other duties as assigned or required.

Data Management & Software Utilization:

  • Utilize and navigate GIS mapping systems, SAP Utilities, Hanson, and other departmental software applications.
  • Process work orders, maintain records, and ensure accuracy of operational and billing-related data.
  • Monitor service requests and coordinate associated field activities.

Compliance, Review & Issue Resolution:

  • Review records and reports for accuracy.

Qualifications

Associate's degree and two (2) years of related experience, or equivalent combination of education and experience.

PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES:

  • Must have the ability to learn new software programs and related skills.
  • Must have intermediate Microsoft Excel skills with the ability to create and format worksheets and workbooks.
  • Must have strong skills in Microsoft Word with the ability to format and edit documents using headers and footers, tabs, outlines and page numbers; ability to use track changes.
  • This position requires excellent communication and organizational skills and the ability to prioritize and maintain confidentiality.

LANGUAGE SKILLS, MATHEMATICAL SKILLS AND REASONING ABILITY:
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.

Ability to add and subtract two digit numbers and to multiply and divide with 10's and 100's. Ability to perform these operations using units of American money and weight measurement, volume, and distance.

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
