Job Description

Quantum Sky is searching for an Acquisition Program Manager with logistics experience to support the SSC/SYD 89's Combat Power Directorate's Space Electronic Warfare Operating Location (SEWOL) and Remote Modular Terminal (RMT) systems . SYD 89 of Space Systems Command is responsible for developing capabilities for fires, movement, and maneuver to preserve freedom of action in space. SYD 89 serves to align acquisition efforts and works under Space Systems Command to synchronize capability procurement and team with operational Mission Deltas

Responsibilities:

• Provide advice, expertise and consultation in acquisition program and logistics management (PM) lifecycle activities, in concert with sustainment engineering and test and evaluation members to the SSC government integrated planning team
• Provide expert advice to the Materiel Leader (ML) / Program Manager (PM) and Senior USSF and Air Force Leadership regarding acquisition strategies, product support, logistics, contracting, budgeting and execution
• Product Support Strategy: Develops and executes Life Cycle Sustainment Plans (LCSPs) for space electronic warfare and orbital warfare systems.
• Design Influence: Collaborates with system engineers to embed reliability, maintainability, and supportability requirements early in the system design phase.
• Supply Chain Management: Establishes secure supply chains for specialized space assets, ground stations, and critical cyber infrastructure.
• Maintenance Planning: Defines maintenance concepts, determines organic versus contractor support, and coordinates depot-level maintenance strategies.
• Logistics Demonstrations: Plans and executes logistics evaluations to verify that technical manuals, tools, and spare parts meet operational needs.
• Funding & Budgeting: Estimates long-term operating and support (O&S) costs to secure required funding through the lifecycle budgeting process.
• Contract Management: Drafts performance-based logistics requirements for system contracts and monitors defense contractor performance.
• Rapid Deployment Support: Works with the "Space Safari" team to streamline logistics for Tactically Responsive Space (TacRS) missions and urgent operational needs.
• Provide oversight and facilitation of program management activities between operational stakeholders, as well as other developmental program activities supporting SEWOL/RMT.
• Ability to clearly and concisely advise and present information in person to stakeholders and Senior Military Leadership on program milestone decision and processes ensuring continued program success.
• Provide a wide variety of acquisition/sustainment technical analyses including Agile, Scrum, and DevOps to the Government Program Manager
• Facilitate Planning, Programming, Budgeting, and Execution (PPBE) efforts necessary to obtain and execute funding necessary to deliver required capabilities across the program portfolio, including: Fiscal Year planning, execution, execution monitoring, unfunded requirements management, and Program Objective Memorandum (POM) development and coordination
• Participate and contribute to the development and coordination of strategic acquisition planning and pre-award activities and documentation, including: Early Strategy and Issues Sessions (ESIS), Acquisition Strategy Panels (ASP), Statements of Objective, Statements of Work, Performance Work Statements, Requests for Information (RFI), Justifications and Approvals (J&A), Independent Government Cost Estimates (IGCE), and Quality Assurance Surveillance Plans (QASPs)
• Lead development and coordination of solicitation planning and execution activities and documentation, including: Requests for Proposal (RFP), Source Selection Plans/Strategies, and all associated documentation
• Manage and assist in the development and coordination of overarching program planning and execution documents as prescribed by/tailored from DoDI 5000.02, and relevant Department of Defense, Air Force, USSF, and SSC policies
• Draft technical evaluations and function as an advisor in source selections
• Successful candidate may be tasked by Air Force/Space Force to support one or more acquisition programs with responsibility for performance and schedule execution
• Leads integrated scheduling and active risk management activities for Operations Integration, Logistics, and Product Support
• Prepare program scheduling activities, meetings, briefings, reports, and analyze information in support of SEWOL/RMT developmental and sustainment programs.
• Supports operations training and technical documentation development, including Technical Orders (TOs), coordination and operations integration.
• Coordinate with operations and development stakeholders to facilitate identifying and designating SMEs who will assist in obtaining information critical for development, to include rapid integration requests
• Frequently coordinate with multiple military organizations (including Joint, Space Force, Air Force, and Navy organizations)
• Review and provide input to enabling concepts, concept of operations, and multi-agency agreements supporting program development and integration
• Adept at a variety of acquisition concepts, phases, and procedures; participate in technical studies, and performance reviews; ability to function in a multi-contractor/customer environment, performs a variety of complicated tasks, a wide degree of creativity and latitude is expected; demonstrated leadership and interpersonal skills; and effective written and oral communication skills required
• Experience working on classified government systems and networks

Qualifications

Required:

• Bachelor’s degree
• At least 7 years experience in Program Management (Government PM time preferred) but preferably 10 or more years of DoD and related Space operations combined experience, specifically acquisition program management, product support management and/or operational experience
• In lieu of a Bachelor’s degree and 7 years of relevant experience, a Master’s plus 3 years of related experience or PhD plus 1 year of related experience is acceptable.
• Experience with Air Force and/or Space Force operations, command and control (C2), theater operations, space tasking cycle, and operator training, preferably with experience in the Electronic Warfare and/or Satellite Communications (SATCOM) mission areas.
• Excellent problem-solving and analytical skills
• Demonstrated competency in technical writing
• Familiarity operating under agile conditions as a member of a Scrum team
• Superior written and oral communication skills, including interpersonal and negotiation skills
• Familiar with MS Office products
• Experience in working with multi-disciplinary teams of Military and technical managers

Desired:

• Master’s degree (STEM)
• 15+ years’ experience in Program Management (Government PM time preferred) of DoD and related Space operations combined experience, specifically acquisition program management and/or operational experience development of requirements, specifications and proposals; familiar with a variety of acquisition concepts, phases, and procedures.
• Scaled Agile Framework for Enterprises (SAFe), Project Management Institute- Agile Certified Professional (PMI- ACP), Certified Scrum Master, PMP, USAF Acquisition Professional Development Program (APDP) or similar certification
• DAU credentials in Lifecycle Logistics, PM and/or Engineering & Technical Management
• Experience in the Electronic Warfare and/or Satellite Communications (SATCOM) mission areas or other USSF mission domains.
• Experience participating in technical studies and project performance reviews; ability to function in a multi-contractor/customer environment
• Ability to perform a variety of complicated tasks, a wide degree of creativity and latitude is expected; demonstrated leadership and interpersonal skills; and effective written and oral communication skills required
• Familiarity working with or at the Combined Space Operations Center (CSpOC), US Space Command (USSPACECOM), and/or Space Force Field Commands
• Experience/knowledge navigating the Air Force’s cloud-based DevSecOps Platform One enterprise service
• Experience/familiarity working as a Product Repository technician or lead.

Compensation:

• Compensation is unique to each candidate and relative to the skills and experience they bring to the position. The salary range for this position is typically between $130,000-$180,000. This does not guarantee a specific salary as compensation is based upon multiple factors such as education, experience, certifications, and other requirements, and may fall outside of the above-stated range.
