Position Summary

The HR & Office Administrator / Accounts Receivable position supports daily office operations by performing a broad range of human resources, front desk, office administration, and full-cycle accounts receivable duties. This position serves as a primary point of contact for employees, applicants, visitors, vendors, customers, and callers.

The role manages employee onboarding and HR documentation, provides Dayforce support, coordinates recruiting and pre-employment requirements, oversees daily accounts receivable activities, and assists with general office operations. This position works closely with HR, accounting, and company leadership to support employees, customers, and overall business operations.

Essential Duties and Responsibilities

Human Resources

• Perform administrative onboarding tasks, including entering and maintaining employee information in Dayforce and other HR systems.
• Complete Form I-9 verification and E-Verify processing for new hires.
• Manage recruitment activities in Dayforce, including posting positions, tracking applicants, coordinating interviews, and maintaining applicant records.
• Coordinate and process candidate background checks, drug screenings, and motor vehicle reports.
• Create, update, and maintain hiring, onboarding, and other employee-related forms.
• Enter and maintain employee project assignments, job information, and applicable wage rates in Dayforce and related systems.
• Assist employees and supervisors with routine Dayforce questions and escalate more complex payroll or HR matters as needed.
• Respond to or route HR-related inquiries and correspondence to the appropriate team members.
• Assist with preparing and maintaining employee documentation in electronic and paper formats.
• Coordinate and assist with exit interviews for Traffic Control Technician Tier 3 and Tier 4 employees.
• Support recruitment, talent acquisition, and employee engagement initiatives as needed.
• Respond to employment verification requests and separation notice inquiries.
• Handle sensitive employee and company information with discretion and confidentiality.

Front Desk and Office Administration

• Serve as the primary front desk contact by greeting visitors, employees, vendors, and customers professionally and courteously.
• Answer and route incoming telephone calls and general inquiries.
• Manage incoming and outgoing mail, deliveries, and general office communications.
• Maintain the front desk and common areas to ensure a professional office environment.
• Monitor office supply inventory and order supplies as needed.
• Scan, organize, and distribute timesheets and other employee or project documentation.
• Assist employees with routine day-to-day administrative questions and office needs.
• Provide general administrative support, scheduling, document preparation, and coordination as needed.

Accounts Receivable

• Manage day-to-day full-cycle accounts receivable activities, including invoicing, payment posting, project-estimate verification, customer follow-up, and account reconciliation, with oversight from the Finance Manager.
• Prepare, issue, and track customer invoices in accordance with company policies, project requirements, and contract terms.
• Receive, post, and accurately apply customer payments in a timely manner.
• Review state agency websites and customer portals for project estimates, payment information, and billing activity.
• Verify customer payments against project estimates, invoices, and supporting documentation.
• Review and approve applicable state documentation, including E-139 forms, after verifying payment and project-estimate information.
• Prepare and submit invoices and required supporting documentation through customer and government billing portals.
• Monitor accounts for past-due balances and follow-up with customers regarding outstanding invoices.
• Respond to customer billing inquiries and assist with resolving discrepancies.
• Maintain accurate accounts receivable records and support documentation.
• Coordinate with accounting and management regarding aging reports, collections, customer account status, and unresolved billing matters.
• Assist with reconciling employee time to project records and GPS information to identify potential discrepancies affecting payroll or customer billing.
• Perform other duties as assigned.

Experience, Skills, and Education Requirements

• High school diploma or equivalent GED required; a two- or four-year college degree is preferred.
• Minimum of two years of experience in human resources, office administration, accounts receivable, or a related position.
• Experience with full-cycle accounts receivable processes, including invoicing, payment application, account reconciliation, and collections.
• Proficiency in Microsoft Office applications, including Word, Excel, and Outlook.
• Experience with Dayforce or another HR information system is preferred.
• Strong customer service and communication skills, with the ability to interact professionally with employees, applicants, visitors, vendors, and customers.
• Strong organizational skills and the ability to manage multiple responsibilities and changing priorities.
• Strong attention to detail and the ability to maintain accurate records.
• Ability to handle sensitive and confidential employee, customer, and company information appropriately.
• Ability to work independently while coordinating effectively with HR, accounting, management, and other departments.

Physical Demands

• Prolonged periods of sitting at a desk and working on a computer.
• Occasional standing, walking, bending, and interaction at the front desk.
• Ability to perform routine office tasks and handle office supplies and documentation.

Working Environment

• General office environment in a well-lit, climate-controlled workspace with moderate noise levels.
• Regular interaction with employees, applicants, visitors, vendors, customers, and members of management.

Compensation

• Hourly pay range: $25.00–$30.00, depending on experience and qualifications.
