Summary

Accounting/Fiscal Manager I

The Department of Administration's Office of Administrative Services (OAS) is seeking an Accounting/Fiscal Manager I to join our team. OAS delivers key administrative and financial support to Admin and other state agencies. In this role you will assist in management of the financial activity and accounting of capital projects as a member of the Capital Projects Accounting team in the Office of Administrative Services. You will research complex financial matters and provide guidance and assistance to internal and external clients, including over twenty shared services agencies, to ensure compliance with GASB standards, state regulations, applicable laws, provisos, agreements and agency specific policies and procedures. You will assist in the preparation of year-end closing packages, assist with requests from executive management, and provide reporting as scheduled and requested. Additionally, they identify and implement efficiencies to ensure the accuracy and completeness of accounting records and financial reports by monitoring ledger activity, processing adjusting entries and providing technical assistance in a centralized location for internal and external clients.

This position is on-site Columbia, SC.

Responsibilities of Accounting/Fiscal Manager I:

  • Lead and support staff through coaching, training, and performance development. Streamline workflows while implementing management policies and organizational initiatives. Foster a positive, team focused environment.
  • Manage the full life cycle of capital and small project accounting from project setup through closeout to ensure correct postings and settlements.
  • Provide guidance and assistance to divisions and support agencies.
  • Engage in project account management and reconciliation efforts by completing monthly reporting for Admin and shared service agencies.
  • Perform complex reconciliations of small and capital projects to include the review of general ledger, budget, cash/revenue, expenditures and asset capitalization as required by the Comptroller General's Office.
  • Process User Access Requests for ECC/SCEIS, Business Objects, Business Warehouse, SRM and Imaging Fl Roles through the User Access Portal for the Department of Administration's end-users and any Admin-supported agencies.
  • Assist in the preparation of Year End closing packages for Admin and Shared Services Agencies for statewide reporting purposes. Provide monthly, quarterly and annual reports, and assist with requests from Executive Management.
  • Serve as a backup for processing invoices, deposits, billings, assets, and adjusting entries within the State's accounting system in accordance with departmental procedures, state guidelines, laws and regulations within three business days of receipt with a high level of accuracy and minimal errors.
  • Perform other assigned duties.

Examples of duties

  • A bachelor's degree in accounting, business administration, finance, or a related field and at least two (2) years of governmental finance experience as professional level accountant, auditor, financial manager, or a related position.
  • Extensive knowledge of the State's fiscal policies and procedures and accounting system.

Additional Requirements:

  • Knowledge of accounting, auditing, budgeting, and/or financial management principles, practices, and theories.
  • Proficient in Adobe Acrobat Pro, Microsoft Office particularly Word and Excel, and SAP systems particularly the South Carolina Enterprise Information System (SCEIS).
  • Ability to research complex financial matters and analyze financial data to prepare reports and provide team members, management, and clients with information for decision making purposes.
  • Strong communication and customer services skills to effectively communicate with team members, management, and clients in a clear and concise manner.
  • Position may require employee to work evenings and weekends.
  • Position may be required to report to work during emergency situations and hazardous events.
  • Individual must be able to work in a fast-paced environment and effectively handle requests and complaints when communicating with internal and external customers.
  • Overtime will be required on occasion.

Qualifications

GFOASC (Government Finance Officers Association of South Carolina) preferred but not required.
