The mission of North Carolina Emergency Management is to enhance North Carolina’s resiliency through active collaboration, communication, and coordination of protection, prevention, mitigation, response and recovery measures.
About the Administration Section:
The primary mission of the Administration Section is to provide effective and efficient support functions for the Division.These functions include Accounts Payable, Budget, Human Resources, Grants Management, Information Technology, Application Development, Geographic Information Systems, and Emergency Management Assistance Compact Support.
About the Position:
The Time-Limited Accounting Technician II will serve as the primary contact on all account payable transactions for the Hazard Mitigation (HM) section with North Carolina Emergency Management (NCEM). The selected candidate will receive approved-to-pay invoices from project managers and process for payment, audit and code account payable invoices, submit invoices to DPS Accounts Payable using CNRL, SharePoint, or other processes. The Accounting Technician will also perform monthly reconciliation of Purchase Card (P-Card) expenditures against the expenditures recorded in the NC Accounting System (NCAS) and maintain compliance with HM, NCEM, and all department requirements.
The selected candidate will report to their designated disaster response/recovery work area when the State Emergency Operations Center (SEOC) or Regional Coordination Center (RCC) is activated for disasters and/or other events. This position will be a member of the Administration section Accounts Payable Team and report to the Division AccountsPayable manager

This position will be 100% in person at the Raleigh offices for at least the first 90 days. After the first 90 days somevirtual work will be allowed but the position will report to the Durham offices several days a week.
This is a full time TIME-LIMITED position (40 hours per week) with State Benefits for a limited duration of time.
DPS uses the Merit-Based Recruitment and Selection Plan to fill positions subject to the State Human Resources Act with the most qualified individuals.
The Minimum Education and Experience (E&E) is REQUIRED to qualify for this position. Management Preferences, including Knowledge, Skills, and Abilities (KSAs), are not required but may be used to determine the pool of most qualified applicants. Managers may also choose to interview/select applicants who demonstrate Management Preferences.

Military Experience

Minimum Education and Experience

Associate’s degree in Accounting from an appropriately accredited institution and one year of accounting experience; or High school diploma or General Educational Development (GED) diploma and three years of experience in accounting work; or an equivalent combination of education and experience.
