Financial Clerks are part of a statewide financial team that is responsible for purchasing, payment, and accounting functions within an assigned district of the bureau, ensuring accuracy, compliance, and efficiency in complex financial transactions. This is a key role that will work independently and as part of a team to process payments, invoices, and deposits in a timely fashion while maintaining client confidentiality and good organizational skills. A valid driver’s license and daily local travel are requirements of this position, while occasional additional travel for training or related purposes may also be required. Ideal candidates will have experience in utilizing Google Sheets or Microsoft Excel, along with experience in financial transactions processing and related computer programs.

Key Responsibilities

Under general supervision, Financial Clerks will be responsible for:

  • Managing time-sensitive client finances related to family assistance programs such as billing assistance, utility payments, clothing vouchers, and indigent burial assistance.

  • Accepting, logging, and depositing client repayments.

  • Making payments and purchases on behalf of the State of West Virginia using a state-issued credit card.

  • Processing and auditing incoming invoices to be paid with state funds.

  • Learning and observing state purchasing guidelines, Pcard policies and procedures, as well as unit/office policies and procedures.

  • Overseeing a local bank account and regularly handling various types of payments, including cash payments.

  • Compiling all required reports and completing assigned tasks in a timely fashion.

  • Utilizing financial computer systems, including WV PATH and WV OASIS, for transactions processing and tracking.

  • Collaborating with both internal and external agencies as needed, including other BFA financial staff.

  • Other duties as assigned.

Qualifications

Training: Graduation from a standard four-year high school or the equivalent.

Experience: Three years of full time or equivalent part time paid bookkeeping, accounting or related experience.

Substitution: Successful completion of college-level accounting courses from an regionally accredited college or university may be substituted at the rate of three semester hours equals six months experience;
OR
Successful completion of related business school or vocational training may be substituted for the experience through an established formula.
