Description

The Massachusetts State Police are seeking an Accountant II for our Fiscal Unit, at the Forensic Services Division, who will work directly with the Deputy Director and Accountant IV to prepare fiscal and grant documents. The incumbent will review, process all assigned invoices, resolve accounting discrepancies, examine, analyze, and interpret accounting records for the purpose of giving advice or preparing reports and maintaining the budget. Duties:Prepare fiscal documents on behalf of the Crime Lab accounts while adhering to department and state contract terms and conditions.Assists Deputy Director and Accountant IV in developing budgets, reconciliations, cost projections and analysis.Assists in developing monitoring and adherence to internal controls and policies and procedures relevant to grant, revenue, purchasing and accounts payable.Reviews and processes assigned invoices and enters the payments into MOSAIC, the Commonwealth of MA accounting system.Reviews and enters assigned encumbrances into MOSAIC, the Commonwealth of MA accounting system.Reconciles assigned financial documents, record transactions and vendor statements.Maintains accurate ledgers for Crime Lab units and grants.Processes travel and training reimbursements.Maintains an electronic filing system for all related invoices, correspondence, and travel reimbursements.Research statewide/department contracts to secure the purchases using the proper procurement method, ensures proper use of said contracts and advise of the need for a request for response or incidental purchase.Process Request for Quotes and orders on COMMBUYS.Runs Commonwealth Information Warehouse reports on historical expenditures and data analysis.Use Microsoft Excel daily.Ensure Commonwealth Payment Policies are always adhered, maximizing the return of Prompt Pay Discount and less than 45-day bill paying statistics.Confer with vendors of commodities and services and employees explain rules and regulations regarding payments, procurements, and related financial transactions. Further, work with suppliers and departmental personnel to resolve conflicts/discrepancies.Ensures compliance with 801 CMR 21.00 and all other relevant financial policies distributed by oversight agencies.Performs related duties as required. Preferred Requirements:Working knowledge of the Commonwealth systems of CIW, COMMBUYS and MOSAIC.Working knowledge of Microsoft programs.Knowledge of the principles and practices accounting including terminology.Knowledge of the methods of general report writing.Ability to analyze and determine the applicability of accounting data, to draw conclusions and make appropriate recommendations.Knowledge of the methods and techniques of financial analysis.Ability to read and interpret documents such as financial reports, accounts, and ledgers.Ability to understand, apply and explain the laws, rules, regulations, policies, procedures, etc. governing assigned unit activities.Ability to perform mathematical calculations using formulae to solve accounting problems.Ability to follow oral and written instructions.Ability to gather information by examining records and documents and through questioning individuals.Ability to maintain accurate records.Ability to prepare general and financial reports.Ability to write concisely, express thoughts clearly and to develop ideas in a logical sequence.Ability to exercise sound judgement.Ability to communicate effectively in oral expression.Ability to exercise discretion in handling confidential information. Ability to deal tactfully with others.Ability to establish and maintain harmonious working relationships with others.Ability to work independently, as well as in a team setting.Ability to give written and oral instructions in a precise, understandable manner.

Qualifications

First consideration will be given to those applicants that apply within the first 14 days. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have (A) two years of full-time or equivalent part-time, general accounting or budgeting experience, or (B) any equivalent combination of the required experience and the substitutions below. Incumbents may be required to have a current and valid Massachusetts Motor Vehicle Driver's License at a class level specific to assignment. Substitutions: I. An Associate's degree with a major in accounting, finance or business may be substituted for one year of the the required experience. II. A Bachelor's degree with a major in accounting, finance or business may be substituted for the required experience.
