Examples of duties

Six years of experience in accounting, auditing, financial operations, payroll, or banking; OR

Six years of full-time experience in any field plus twenty-four semester hours in accounting plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR

A bachelor’s degree with twenty-four semester hours in accounting plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR

A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR

An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus two years of experience in accounting, auditing, financial operations, payroll, or banking; OR

Possession of a Certified Public Accountant (CPA) license plus one year of experience in accounting, auditing, financial operations, payroll, or banking.

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Supplemental information

Job Duties:

  • Prepare quarterly federal financial statements of expenditures for Medical Assistance, Medical Administration, LaCHIP, and 1915(b) Freedom of Choice Waiver programs.
  • Enter, transmit, and explain federal financial reports, including CMS-64, CMS-10, and CMS-21 reports, and respond to federal reviewers regarding costs and reporting procedures.
  • Maintain financial records, schedules, files, subsidiary records, and Excel spreadsheets supporting state and federal financial reporting requirements.
  • Reconcile subsystem and manual financial records with LaGov reports and maintain proprietary accounts identifying expenditures across multiple funding sources.
  • Develop and analyze financial reports, expenditure projections, trend analyses, and ad hoc reports to support program monitoring and federal budget estimates.
  • Prepare schedules to reconcile unexpended and undrawn grant award authority and cash, and support the development and maintenance of cost allocation plans and methodologies.
  • Communicate with federal and state auditors, fiscal intermediaries, cost allocation personnel, and agency officials to provide financial information, technical assistance, and resolve financial reporting and operational issues.
