The Division of Administration/Office of Finance and Support Services has two vacancies. The positions are located in the Financial Reporting Section.

These positions are responsible for the preparation of monthly financial statements, expenditure analysis, and revenue projection. Maintains spreadsheets and submits to management specialized reports used in the budget process.


OFSS Mission Statement:
The Office of Finance and Support Services provides comprehensive accounting services, including financial reporting, analysis, budget development and preparation for the Division of Administration and various offices and agencies within the Executive Department. The services provided by OFSS involve a range of agency responsibilities for implementing financial operational policies and procedures, preparing and monitoring all budget functions and providing monthly and annual financial statements to ensure accurate and timely financial services. The work is performed in compliance with state, federal, grant specific and office rules, policies, and procedures and are reviewed on the basis of results, reports and outside independent audit, both federal and state.

The Division of Administration is the state government’s management arm and the hub of its financial operations.Division offices perform a wide variety of activities including the following:

  • Overseeing the state’s capital construction program
  • Working to provide state and federal grants for community development
  • Development of the state budget
  • Providing technology services
  • Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
  • Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes

Examples of duties

Three years of experience in accounting, auditing, financial operations, payroll, or banking; OR

Six years of full-time experience in any field plus twenty-four semester hours in accounting; OR

A bachelor’s degree with twenty-four semester hours in accounting; OR

A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics; OR

An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics; OR

Possession of a Certified Public Accountant (CPA) license.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:
The positions serve as Accountant responsible for the Office of Aircraft Services and the Office of the Governor. The duties and responsibilities of the positions require the following activities of the incumbent:

• Exercises cash and revenue management for assigned agency, DOA section, budgetary unit, or federal grant.
• Prepares Financial Statements and Reports.
• Prepares monthly and weekly expenditure analysis.
• Accumulates data, maintains spreadsheets, and submits to management various reports that are used in the budget process, the projection of revenues, and the development of the Statewide Cost Allocation plan and for specific reporting requirements related to the Annual Financial Report.
• Interacts routinely with interested parties in the exchange of pertinent information or financial status related to the Division of Administration or any agency or program serviced by the Office of Finance and Support Services.

Position-Specific Details:
Appointment Type: This vacancy will be filled by new hire or by promotion of a current permanent status classified employee. A permanent status employee may be required to serve a new probationary period in lieu of promotion.

Career Progression: This vacancy participates in a career progression group and may be filled from this recruitment asan Accountant 1, 2, or 3, depending on the level of experience of the selected applicant.

Compensation:This position has a Special Entrance Rate (SER) as follows:

  • If filled as an Accountant 1, the SER is $1,730.40 biweekly
  • If filled as an Accountant 2, the SER is $1,851.20 biweekly
  • If filled as an Accountant 3, the SER is $2,120.00 biweekly
