Job Description

  • The Starting Rate for this position is $23.66 per hour
  • 35 hours per week

This position reports directly to the Agency Fiscal Manager. The position performs advanced bookkeeping duties in recording, reviewing, processing, and maintaining financial records and documents.

POSITION RESPONSIBILITIES:

Essential Functions

The duties and responsibilities of this position include, but are not necessarily limited to:

  • Provides support to the fiscal unit, including coding and processing payment requests for subcontractors, vendors, and employees; verifies the disbursement journal against invoices.
  • Processes receipts in financial software for all checks, wires, and donations from State and Federal entities and consumers.
  • Invoices consumers for various services provided. Enter cost calculations into the system. Ensures that Department of Aging requirements are met regarding the collection of all fees.
  • Work with County departments within established procedures for all purchasing and maintenance requests.
  • Responsible for managing fiscal aspects of agency-run programs (i.e., Farmers Market Nutrition Program, Meal checks (Senior Center, Centenarian Luncheon, Gift Card Spreadsheet, Christmas Dinner)
  • Develop proficiency in relevant databases and software programs specific to agency and county procedures. (i.e., Oracle, SAMS, Microsoft Word and Excel)
  • Tracks and maintains Excel spreadsheets for reporting purposes.
  • Processes staff travel and training expenses.
  • Orders, tracks, and maintains an inventory of all office supplies.
  • Maintains contact to call for repairs on copiers and printers.
  • Filing and Maintenance of the agency filing system of consumers and fiscal records.
  • Provides scheduled front desk coverage.
  • Back up for the other Account Clerk II position.
  • Other duties as required.

MINIMUM EDUCATION AND EXPERIENCE:

  • One (1) year as a Fiscal Assistant or three (3) years of work involving the maintenance of fiscal or financial records, including one year of responsible work which involves the application of accounting or fiscal principles and practices; and graduation from high school, OR;
  • One (1) year of experience in maintaining and reviewing fiscal records and an associate degree in accounting or business administration, OR;
  • Any equivalent combination of education and experience which provides the required knowledge, skills, and abilities.

MINIMUM KNOWLEDGE, SKILLS AND ABILITIES:

  • Working knowledge of accounting principles, practices, and procedures.
  • Proven attention to detail with all work involving written or numerical data and to make arithmetical calculations timely and accurately.
  • Ability to apply and adapt accounting principles and methods to financial transactions.
  • Proficient in Microsoft Word and Excel applications
  • Proficient with Email (Outlook) and Internet Navigation.
  • Ability to run/print financial reports and statements from the County’s financial software.
  • Working knowledge and experience with current-day office equipment.
  • Ability to establish and maintain effective working relationships with peers, agency administration, supervisor, providers, and with other county departments.
  • Ability to handle stress.
  • Physical presence in the office is required.

PHYSICAL DEMANDS:

Work involves sitting for extended periods of time, walking, talking, hearing, using hands to handle, feel objects, tools, or controls, and reaching with hands and arms. Vision abilities required by this job include close vision and the ability to adjust focus. The employee must occasionally lift and/or move up to 25 pounds a distance of fifteen (15) feet or less.

Normal office environment.
