Northrop Grumman, Propulsion Systems, is currently seeking a Principal Technical Services Project Management (Level 3) / Sr Principal Technical Services Project Management (Level 4) to function as a Value Stream Element Team Leader (VSET) to provide leadership to our team at our Promontory, UT facility for multiple programs In this position, the engineer would lead testing and research activities for programs in various phases of the program life cycle.

This position will be filled with either Level 3 or Level 4 and will be 100% on site in Promontory, UT.

& Responsibilities:

  • Under the direction of the assigned Senior Manager, this position is responsible to lead all activities associated with a product family within the value stream.

  • The VSET Lead is responsible for delivering a product family through overall ownership and accountability of that product’s value stream element including: acceptance of requirements, product and process design, planning generation, product manufacture, inspection, acceptance, testing and delivery to the downstream customer to meet cost and schedule requirements.

  • Works closely with the functional organizations (e.g. design, S&MA, process engineering, supply chain and operations) to effectively and efficiently staff the team as required. Manages and ensures effective concurrent engineering through the oversight and integration of all engineering and processing disciplines. Requests, acquires and manages resources within a matrix organization as necessary to accomplish the goals of the value stream.

  • The VSET leader is responsible for total team performance and works closely with the program office and plant functional organizations to accomplish program and company goals.

  • The VSET leader’s primary focus is the design, manufacture and testing of a defect free, highest value product that satisfies every customer requirement by focusing on and effectively integrating all elements and disciplines of the associated value stream. Special attention must be given to lessons learned that could affect or be applicable to multiple programs and processes.

Duties Include:

  • All design, reliability, safety, performance, cost and schedule requirements

  • Assist in establishing and executing all operations plans, including material, manufacturing, integration of large and complex subassemblies with associated testing

  • Assist in proposal efforts for the operations team.

  • The safety of personnel, facilities and product through the development and manufacturing lifecycle.

  • Produced and procured designs, processes, suppliers, materials, facilities, inspection plans, tooling, etc.

  • Establish methodology to ensure daily, weekly, and monthly objectives are achieved.

  • Developing and maintaining a working knowledge of program scope, schedules, performance objectives, internal and external processes, guidelines, policies, and best practices, and ensuring that all functional team members are aware of and are compliant with these items.

  • Managing financial performance of the value stream and its functional organizations. This includes tracking, reviewing and approval of change requests as needed for submittal to the Program Office.

  • Initiate and lead value enhancement and waste elimination efforts for all aspects of the component value stream utilizing lean principles for continuous improvement.

  • Work closely with other VSET leaders to ensure strong communication and collaboration is maintained.

  • Identify project milestones, critical paths, and potential risks, and develop contingency plans to address them.

  • Facilitate regular meetings and communications to keep all parties informed of project progress, changes and issues.

  • Currently possess or must be able to obtain Secret security clearance.

Basic Qualifications for a level 3:

  • Bachelor’s degree in Engineering (aerospace, chemical, electrical, mechanical, material sciences engineering, or physics) with 5 years of experience in in engineering, operations, program management, production, safety and product lifecycle

  • Master’s degree (aerospace, chemical, electrical, electrical, electrical, mechanical, material sciences engineering, or physics) with 3 years in in engineering, operations, program management, production, safety and product lifecycle

  • Ability to obtain and maintain a Secret Clearance

  • Exceptional written and oral communications skills

  • Strong interpersonal skills, and ability to work well at all levels in the organization

  • Very strong MS Project, Excel, Power Point and Word skills

  • Experience working with a manufacturing execution system (ESI, CostPoint, Sync)

  • Ability to work under limited supervision and complete projects on time and on budget

  • Verbal and written communications with management

Basic Qualifications for a level 4:

  • Bachelor’s degree in Engineering (aerospace, chemical, electrical, mechanical, material sciences engineering, or physics) with 8 years of experience in engineering, operations, program management, production, safety and product lifecycle

  • Master’s degree (aerospace, chemical, electrical, electrical, electrical, mechanical, material sciences engineering, or physics) with 6 years experience in engineering, operations, program management and production, safety and product lifecycle

  • Ability to obtain and maintain a Secret Clearance

  • Exceptional written and oral communications skills

  • Verbal and written communications with management

  • Very strong MS Project, Excel, Power Point and Word skills

  • Ability to work under limited supervision and complete projects on time and on budget

Preferred Qualifications:

  • Active DoD Secret security clearance, or higher

  • Bachelors and/or Master’s degree in STEM (Science, Technology, Engineering, Mathematics)

  • Previous experience leading a multidisciplinary team

  • Experience implementing lean projects

  • Experience as a Cost Account Manager (CAM)

  • Experience managing a Product line

  • Project Management Professional (PMP) certified

Primary Level Salary Range: $98,400.00 - $147,000.00Secondary Level Salary Range: $122,800.00 - $184,200.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
