Government Operations Consultant III

Your Specific Responsibilities:

  • Supports unit supervisor with coordinating unit projects and assignments across all programs assigned to the unit.
  • Identifies opportunities and contribute to recommendations to leadership on improving and creating efficiencies to program processes and performance.
  • Contributes to the development of state plans, assists with the coordination of program evaluations (when necessary) as well as helps the unit supervisor to track and recommend performance measures to ensure the success of assigned programs/projects.
  • Assists program staff with developing responses and addressing questions received via telephone or email relating to policy interpretations or technical assistance requests from LWDBs and other internal and external stakeholders.
  • Provides technical assistance or performance and compliance related training, as needed, to include creating training content, reviewing.
  • Contributes to and reviews local workforce development board policies to ensure compliance with federal and state laws and state policies. Assists with coordinating and tracking the bureau’s compliance with federal audits and reviews.
  • Assist with the coordination of information and reports to other government agencies and administrative entities. Supports the oversight of research projects as needed or requested.
  • Makes recommendations regarding promising and best practices to management and LWDBs to support program efficiency and performance.
  • Evaluates and proposes enhancements to Florida’s workforce information technology systems to include Employ Florida and One-Stop Service Tracking. Assists with ensuring recommended enhancements align with state and federal laws, regulations, and policies for effective management of the labor exchange and case management activities.
  • Serves as liaison between the Policy & Guidance and Programmatic Monitoring units regarding trends that impact both units.

Required Knowledge, Skills, and Abilities:

  • Knowledge of the workforce development programs.
  • Knowledge of the methods of data collection and analysis.
  • Working knowledge of the following software (Word, Excel, PowerPoint and SharePoint, etc.).
  • Ability to communicate effectively verbally and in writing.
  • Ability to organize data into logical format for presentation in reports, documents, and other written materials.
  • Ability to understand and apply relevant statutes, rules, regulations, policies and procedures.
  • Ability to utilize problem solving techniques to make decisions.
  • Ability to establish and maintain effective working relationships.
  • Ability to plan, organize and coordinate work assignments to meet established deadlines.
  • Ability to collect, analyze and interpret program data to develop alternative recommendations, solve problems, document workflow, and other activities related to the improvement of operational and management practices.
  • Ability to prepare and deliver training presentations.
  • Ability to work independently.
  • Ability to conduct extensive research.
  • Excellent verbal and written communication skills
  • Good project management skills.

Qualifications:

As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state and national law enforcement records.

Minimum:

  • Duties and responsibilities of this position must be performed at the official work site of Florida Commerce.
  • Travel may be required

Preferred

  • Bachelor’s degree from an accredited college or university or four years of equivalent work experience that is relevant to this position.
  • At least two years of experience researching federal and state statutes, regulations and other governing authorities for a state or federal-funded program.
  • At least two years of experience providing training and technical assistance for a state or federal-funded program.
  • At least two years of experience working with workforce programs.
  • Professional writing experience.
  • Florida Certified Contract Manager (FCCM) certification is a plus.

Pay:

$48,140.46 - $60,000

The Work You Will Do:

The Government Operations Consultant III (Senior Statewide Programs Consultant) is a member of the Policy and Guidance Unit within the Division of Workforce Services, Bureau of One-Stop and Program Support. This position serves as a unit leader for the Supplemental Nutrition Assistance Program (SNAP) Employment and Training (E&T) and Welfare Transition (WT) program activities. Additionally, this position assists the unit supervisor in conducting advanced-level program tasks, initiatives, projects, training needs to better serve our local workforce development board (LWDB) and providing technical assistance and guidance to LWDB staff and unit team members.

We are seeking a candidate who has excellent writing, training and customer service skills, and works well independently as well as part of a team. Additionally, we are seeking a candidate who is skilled in researching and troubleshooting issues, has demonstrated leadership skills, and is able to professionally speak and correspond with members of management, job seekers, employers and LWDB leadership.
