The OPS Government Operations Consultant II acts as the System Project Consultant (working title: RHTP Data Analyst).

The System Project Consultant serves as a mid-level data analyst for the Rural Health Transformation Program (RHTP), a five-year Centers for Medicare & Medicaid Services (CMS) cooperative agreement funding rural health initiatives across Florida’s four Super Regions.

This position reviews, validates, analyzes, and compiles sub-awardee data so that program leadership has accurate, timely information to monitor performance, support grant oversight, and meet federal reporting requirements.

This position reports directly to the RHTP Deputy Director and receives assignments from both the Deputy Director and the Data Base Consultant.

The Data Base Consultant serves as the program’s data lead: assigns data tasks, establishes data methodologies, metrics, definitions, and validation rules, and performs quality assurance review of analytic products before release.

The incumbent applies these established methodologies and standards and submits compiled summaries and reports to the Data Base Consultant; the position does not set program data policy or final analytic methodology.

Sub-Awardee Data Review and Validation

  • Review sub-awardee data submissions, including performance measure reports, progress reports, and deliverable documentation, for completeness, accuracy, timeliness, and conformance with the RHTP data dictionary and reporting templates.
  • Review sub-awardee quarterly and annual reports, including performance measure data, progress narratives, milestone and deliverable status, expenditure-related data elements, and supporting documentation, against grant agreement requirements, approved work plans, and prior reporting periods.
  • Meet the following review timeliness standards, unless otherwise directed by the Deputy Director: complete the initial review of each quarterly report within ten (10) business days of receipt; complete the initial review of each annual report within fifteen (15) business days of receipt; verify corrected resubmissions within five (5) business days of receipt; and submit review results and compiled summaries to the Data Base Consultant within these same timeframes.
  • Apply validation rules and business rules established by the Data Base Consultant to identify missing values, duplicate records, outliers, out-of-range values, calculation errors, and inconsistencies across reporting periods.
  • Reconcile reported data against source documentation, prior submissions, grant agreement performance targets, and approved work plans.
  • Maintain a data issues log; issue correction requests to sub-awardees and Regional Leads, track each issue to resolution, and verify resubmitted data before acceptance.
  • Track sub-awardee compliance with the reporting calendar and notify the Data Base Consultant and Regional Leads of late or incomplete submissions.
  • Escalate recurring, systemic, or unresolved data quality issues to the Data Base Consultant and, as appropriate, the Deputy Director, with supporting documentation and recommended corrections.

Data Analysis, Compilation, and Reporting

  • Extract, clean, merge, and transform datasets using Structured Query Language (SQL), SAS, R, Microsoft Excel, or similar tools.
  • Compile data summaries at the sub-awardee, initiative, Super Region, and statewide levels using metrics and methodologies established by the Data Base Consultant.
  • Calculate descriptive statistics, including counts, rates, percentages, averages, and baseline-to-current and period-over-period comparisons.
  • Monitor sub-awardee progress toward performance targets and milestones; identify and flag sub-awardees that are not on track.
  • Prepare draft reports, tables, charts, and plain-language narrative summaries and submit them to the Data Base Consultant for quality assurance review.
  • Compile data to support CMS reporting, Non-Competing Continuation (NCC) applications, external evaluation data requests, and leadership briefings.

Dashboards, Visualizations, and Mapping

  • Refresh and maintain program dashboards in Power BI, Tableau, or similar tools on the established update schedule, using designs approved by the Data Base Consultant.
  • Produce standard charts, tables, and county- and region-level maps using geographic information system (GIS) tools such as ArcGIS.
  • Verify dashboard and visualization figures against source data before publication.

Data Management, Documentation, and Systems Support

  • Maintain organized, version-controlled datasets, analytic files, submission trackers, and report archives.
  • Document the steps, queries, and data sources used to produce each recurring report so that results are reproducible.
  • Assist the Data Base Consultant in updating the data dictionary, reporting templates, and data standard operating procedures.
  • Enter, upload, and validate data in the program’s grants management system; perform user acceptance testing of data fields, validation rules, and reports as directed.
  • Safeguard confidential and sensitive data in accordance with Agency data security policies, applicable state and federal privacy requirements, and public records retention schedules.

Ad Hoc Requests and Technical Assistance

  • Complete ad hoc data requests and assignments from the Deputy Director and the Data Base Consultant, including legislative requests, public records requests, media inquiries, and leadership briefing data, within required deadlines.
  • Provide responses to specific data questions arising from the Data Analyst’s analyses and reviews of the datasets for which the position is responsible.

Perform other related duties as assigned.
