Torch Technologies is seeking highly skilled Tech SME to support the 715th Test Squadron (715 TS) at the Arnold Engineering Development Complex (AEDC). The 715 TS operates world-class aerodynamic and propulsion test facilities, and this role is critical to advancing the nation's hypersonic weapon and flight systems. This position is located onsite at Arnold AFB, TN.

As a Tech SME your duties include, but are not limited to:

  • Provide advice and assistance in test management, program/project management, program/project management processes, business management support, and facility support for RDT&E program test requirements for TMG, EWG, CEG, the CTFs/ITFs and other organizations within the 412 TW.
  • Provide advice and assistance applying standard project management processes identified within the Project Management Institute (PMI) framework of the five process groups and ten knowledge areas to manage cost, schedule, and performance of RDT&E test projects. This includes project management system implementation, training development, workforce training, and support for project management tools in support of ground test, flight test and other associated RDT&E support activities.
  • Assist in all five phases of flight test to include development of project plans, project monitoring and control, project analysis, automated project status reporting, and close out of test projects.
  • Provide assistance to the TMG Home Office in supporting the CTFs/ITFs in the development of project objectives, deliverables, work scope, project schedules, and risk assessments.
  • Support various project management applications and methodologies to assist CTF/ITF leadership, TMG, and PMs in identifying and resolving resource workload-capacity issues affecting multi-project portfolios, with the goal of maintaining scheduled workload within organizational
  • capacity through various tradeoffs of project scheduling and resource allocation.
  • Assist in preparing data driven briefings and reports to convey workload-capacity issues and recommendations to the affected stakeholders (Deputy Directors, PMs, TMG leadership, customers, TW staff, etc.
  • Support organizational capacity planning and the development and
  • maintenance of organizational capacity of key assets and resources.
  • Support identification of resource requirements and cost estimates.
  • Support project schedule recovery analysis, project diagnostics and issue resolution, task updates, re-planning, and analysis of project and portfolio risks.
  • Provide expert advice, analysis, and assistance in the definition, design,
  • development, documentation, implementation, and continuous improvement of the project management system, leveraging their expertise in IT development.
  • Assist in the development and improvement of training materials and delivery of project management training courses covering topics on the use of processes, methods, and tools to manage cost, schedule and performance.
  • Provide advice and assistance as required to AFTC organizations in support
  • of enterprise-wide project management methods, tools, and training across each Test Wing (412 TW, 96 TW, and AEDC).
  • Develop and implement the 412 TW Project Manager Review (PMR) and perform similar duties as required.
  • Develop tools, processes, business rules and the ultimate 412 TW PMR briefing to be delivered to 412 TW leadership.

Required Qualifications:

  • U.S. Citizenship
  • Bachelor's or Master's Degree in an applicable discipline.
  • Level 1: Bachelor's Degree in an applicable discipline.
  • Level 2: Bachelor's or Master's Degree and up to 3 years of relevant experience.
  • Level 3: Bachelor's or Master's Degree and 3 to 10 years of relevant experience.
  • Level 4: Master's Degree and over 10 years of relevant experience.
  • Additional experience may be substituted for education with customer approval.
  • Active Secret/clearance is required.
  • Must maintain clearance at required level.

Schedule: M-F; 8-5

Salary Range: $84,000 - $195,000 (Hiring at Multiple Levels)

The salary range information is a general guideline only. Several factors can influence the salary for a position including but not limited to, Federal Government contract labor categories and contract wage rates, geographic location, business considerations, scope and responsibilities of the position, local or other applicable market conditions, and internal equity. Other factors include the candidate’s qualifications such as relevant prior work experience, specific skills and competencies, education/training, and certifications.
