Job Description

340B Program Coordinator

Department: Executive Office

Employment Type: Full Time

Location: East Providence - Bullocks

Reporting To: Director of Strategic Initiatives

EBCAP is seeking a detail-driven, mission-minded professional to take ownership of our 340B Drug Pricing Program — one of the most impactful cost-saving tools in community health. In this role, you will ensure every dollar of 340B savings is directed toward the patients who need it most, while keeping the program audit-ready, compliant, and growing. You will also support organizational grant development to advance our programs and community impact.

What You’ll Do

• Own daily 340B operations across all eligible sites, contract pharmacies, and vendors — keeping records, recertifications, and manufacturer portal requirements current.
• Monitor compliance with HRSA/OPA guidance, Medicaid rules, and the Rhode Island 340B Access Law, partnering with Finance, IT/EHR, and clinical teams to maintain data integrity.
• Help leadership channel 340B savings into expanded patient services and health equity initiatives.
• Lead internal self-audits and coordinate external reviews, keeping the program perpetually audit-ready.
• Translate utilization data, replenishment activity, and exception reports into clear dashboards and monthly, quarterly, and annual reports for leadership.
• Drive corrective action planning when compliance gaps are identified.
• Identify and track local, state, federal, and private funding opportunities aligned with EBCAP’s mission.
• Support the full grant lifecycle — from proposal writing and budget coordination through submission, post-award reporting, and compliance tracking.

Skills, Knowledge and Expertise

Experience
• Minimum 3–5 years of experience in healthcare compliance, program coordination, grants administration, or healthcare operations.
• Experience with federally funded healthcare programs and regulatory compliance preferred.
• Experience with 340B Program operations, contract pharmacy oversight, or healthcare reimbursement strongly preferred.

Knowledge & Skills
• Knowledge of HRSA 340B Program requirements, compliance standards, and audit expectations.
• Familiarity with Medicaid billing, contract pharmacy arrangements, and healthcare data reporting.
• Understanding of grant application processes and post-award compliance requirements.
• Proficiency with Microsoft Office and healthcare information systems.
• Strong organizational, project management, and analytical skills.
• Effective written and verbal communication; ability to manage multiple priorities.

Preferred Qualifications

• Experience in a Federally Qualified Health Center (FQHC) or Community Action Agency setting.
• Experience with NextGen, 340B TPA platforms, or healthcare analytics systems.
• Grant writing or grants management experience.
• Apexus certification or participation in 340B training programs.

Why Join EBCAP?

• Directly advance health equity and expand access to care in Rhode Island communities.
• Lead a high-visibility program with real organizational and patient impact.
• Work in a collaborative, mission-driven community action agency environment.
• Apexus training and professional development supported.
• Cross-functional role with exposure to finance, clinical, compliance, and IT teams.
• Room to grow as the 340B landscape and our programs continue to evolve.

East Bay Community Action Program

About East Bay Community Action Program

East Bay Community Action Program (EBCAP) is a private, non-profit 501 (c) (3) corporation. The mission of EBCAP is to provide high-quality, comprehensive and accessible health and human services to assist people to achieve their fullest potential.

In 2016 EBCAP merged with East Bay Center (EBC), a state recognized Community Mental Health Center (CMHC) and Integrated Health Home. Given that the two were recognized at the local, state, and national levels as premier providers, the transformation and merger into a single organization greatly enhanced the level of expertise and expanded the breadth and depth of services that EBCAP could offer to the communities it serves.

With this merger, EBCAP received provisional approval by the state as an Accountable Care Entity, an in-house partnership of medical, dental, behavioral health, and social service providers working together to create a shared culture of collaboration and transformation of the health care system. The ACE will focus on supporting high quality care, enhancing health information technology, and experiencing shared savings through agreements with major Medicaid providers, such as Neighborhood Health Plan of RI.

EBCAP is proud to provide a full array of services including integrated family health, behavioral, and dental services; Head Start and Early Head Start; Women, Infants and Children; family development; Healthy Families America home visiting; Heating and Energy Assistance; Victims of Crime Act information and referral services; and much more!

The vision of EBCAP is to be recognized as the premier human service agency in the east bay.
