POSITION: Itinerant School Safety Officer
IMMEDIATE SUPERVISOR: Principal and Director of Safety and Security
FLSA/CONTRACT STATUS: Exempt
EMPLOYMENT TERM: 200 Days
SALARY: As per Mineral County Salary Schedule and based on experience and education.
EVALUATION: Performance in this position will be evaluated by the immediate supervisor and in accordance with
WV State Board Policy 5310 and Mineral County Board of Education Policy.
The School Safety Officer is employed for the singular purpose of maintaining order and discipline,
preventing crime, investigating violations of the policies of the school board, and reasonably detaining
any individual committing an offense that constitutes a breach of the peace on school property, school
buses, or at school-sponsored events. The SSO is responsible solely for ensuring the safety, security,
and welfare of all students, faculty, staff, and visitors in the assigned school..
PERFORMANCE RESPONSIBILITIES:
- Provide visible security presence on assigned campuses;
- Monitor entrances, grounds, parking areas, and school events;
- Assist with emergency drills, crisis planning, reunification, and incident response;
- Observe, document, and report safety concerns, criminal activity, threats, hazards, and policy violations;
- Notify appropriate administrators and law enforcement when needed;
- Reasonably detain persons committing an act which constitutes a breach of the peace (including a felony, physical injury/threat, destruction of school property, or risk of serious harm) in a reasonable manner and for a reasonable period, until law enforcement assumes custody;
- Support traffic control and crowd management;
- Promote positive relationships with students, staff, and families;
- Assist in conflict de-escalation and violence prevention;
- Support threat assessment and behavioral safety processes as directed;
- Prepare reports and maintain required records;
- Maintain confidentiality of student and personnel information;
- Enhances quality of total school and county organizations;
- Maintains professional work habits;
- Maintains and upgrades his/her professional skills in order to improve the school program;
- Adheres to Employee Code of Conduct as outlined in Mineral County School Policy 3210; and
- Performs other duties deemed appropriate and assigned by the Superintendent and/or immediate supervisor(s).
- AUTHORITY LIMITATIONS AND EQUIPMENT:
- A school Safety Officer is not a sworn law-enforcement officer by virtue of employment with Mineral County Schools, may not arrest another person, and shall not act as a school disciplinarian;
- If authorized by the Board to carry a firearm, the School Safety Officer shall provide his/her own firearm and ammunition. The firearm, ammunition, holster, retention system, and related firearm equipment must meet specifications established by the Superintendent or designee and must be approved before use in performance duties;
- The manner of carrying, securing, storing, accessing, inspecting, qualify with, maintaining, and using any authorized firearm, ammunition, holster, retention system, or related firearm equipment shall be determined by the Superintendent or designee and shall comply with applicable law, Board policy, and district procedure;
- Mineral County Schools will provide the School Safety Officer with a uniform and all other required equipment, except the approved firearm and ammunition, as determined by the Superintendent or designee and consistent with applicable law, Board policy, and district procedure, unless otherwise required by law.
QUALIFICATIONS:
- Meets all eligibility requirements under West Virginia Code §18-5-52 and §15-2D-3, including requirements applicable to a School Safety Officer;
- Must be eligible to be authorized by the Mineral County Board of Education to carry a firearm in the performance of School Safety Officer duties and, if authorized, must obtain and maintain the requirements and status of an honorably separated or qualified retired law-enforcement officer under the Law Enforcement Officers Safety Act of 2004, as amended, pursuant to 18 U.S.C. § 926C;
- Within the ten years immediately prior to hire, must have qualifying law-enforcement experience required by West Virginia law, including ten aggregate years as a law-enforcement officer or substantially similar qualifying service with a law-enforcement agency of the United States, a state, or a political subdivision;
- Must have retired or resigned from prior qualifying law-enforcement service in good standing and provide documentation if requested;
- Must obtain and maintain all certification and training required by the West Virginia Division of Protective Services School Safety Unit and provide any required written certification to Mineral County Schools;
- Must complete annual training with the Mineral County Sheriff's Department and any additional annual training required by district policy and procedure;
- School resource/school safety training-(preferred);
- CPR, First Aid, AED, Stop the Bleed, Narcan certification-(preferred);
- Experience in youth mentoring, crisis intervention, or de-escalation-(preferred);
- Demonstrated sound judgment, emotional stability, professionalism, and ability to work with children and the public.
- Valid driver's license;
- Additional Minimum Requirements: Applicants who have recent unsatisfactory evaluations will not be considered eligible for consideration; applicants who demonstrate unsatisfactory interview performance are not eligible for consideration; and, applicants who receive unfavorable reference recommendations will not be eligible for consideration;
- Additional Minimum Requirements for Applicants Not Currently Employed: Applicants who have been dismissed or who have had their contracts non-renewed for cause by another school district are not eligible for consideration;
- The ability to perform the job duties and responsibilities of the position as contained in the Job Description, with or without reasonable accommodation;
- Criminal background check conducted pursuant to WV Code §18-5-15c and/or §18A-3-10, as appropriate, and any required Division of Protective Services background check at the applicant's expense pursuant to WV Code §18-5-52;
