Job Title: Principal Enterprise Architect

Job Description

As a Principal Enterprise Architect, you are a senior technology leader within HMCTS – reporting directly to the CTO. You will shape the future of technology within HMCTS and will be accountable for the technical architecture for one of the domains within HMCTS including:

  • Crime
  • Civil, Family, Tribunals
  • Shared Digital Services
  • Royal Courts of Justice
  • Innovation
  • Platforms and Infrastructure

In this role you will

Your role as Principal Enterprise Architect will encompass several key responsibilities listed below (but not limited to):

  • Lead the design and implementation of enterprise architecture supporting strategic goals and enhancing service delivery in line with GDS principles.
  • Lead HMCTS to deliver a cohesive set of strategic capabilities for your domain. With accountability for the technical capabilities, offerings, solutions and products for that jurisdiction.
  • Communicate business problems, strategies, solutions and issues to senior stakeholders including executive and board level. Provide technical and strategic guidance to HMCTS senior management.

Collaboration

  • Work closely with cross-functional teams, stakeholders and external partners to ensure alignment and integration of solutions that support HMCTS and government objectives

Innovation

  • Drive the adoption of modern technologies and frameworks that foster agility and responsiveness in our IT landscape
  • Maintain an excellent understanding of the organisation’s needs, resources and existing landscape.

Governance and Compliance

  • Ensure that architectural designs comply with relevant governance frameworks and standards

Mentorship

  • Motivate and guide architects, developers and Service owners fostering a culture of continuous learning and improvement
  • Management of Enterprise architects and oversight of Solution Architects. Motivate individuals, ensuring that they understand their remit and have the tools and support required.

This role will be recruited using a combination of Government Digital and Data (GDD) Profession Capability Framework and Success Profiles Frameworks during the sift and interview process. Using GDD we will then determine if you will be paid an additional allowance, on top of your basic salary. This role is within the Technical Job Family, is a Enterprise Architect role at Principal Enterprise Architect level.

Salary details

New recruits to the Civil Service joining MoJ are expected to join at the band minimum.

Existing Civil Servants applying on promotion, will usually be appointed on the salary minimum of the new pay band, or receive an increase of 10 percent on the current base salary, whichever is higher (This is restricted to the pay maximum of the new band).

Travel requirements

There will be a requirement to travel occasionally to any HMCTS site in line with business needs.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.

Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised role: all successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale. This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity).

For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.

All candidates who are currently in receipt of Mark Time / Pay Protection should ensure they are familiar with the new policy on permanent and temporary promotion which can be found on the employee intranet.

Flexible working hours

The Ministry of Justice offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. MoJ welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs. Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
