Job Description

Assist the Residency Administrator or Resident Engineer to ensure the coordination, integration and management of VDOT resources that impact the Residency program. At the Residency Administrator's discretion, may serve as the focal point for services and primary contact or liaison for local governments on activities that impact the local geographic region. Manage resources allocated to the program to accomplish the objective.

How you will contribute:

  • Communications: Assist the Residency Administrator or Resident Engineer in building and maintaining strong partnerships with stakeholders as government liaison. Communicate with stakeholders to provide appropriate and authoritative information about business plans and actions and receive feedback on business goals. Participate in or conduct meetings with public agencies and citizens groups to disseminate or gather information. Represent VDOT, district or residency perspective and business needs to committees, groups, and public forums. Investigate and respond to concerns from VDOT internal and external customers. Take administrative actions and make management decisions that result in a high level of credibility, public trust and good-will.
  • Emergency Operations: Ensure all employees are properly trained to carry out emergency response duties. Ensure required Personal Protective Equipment (PPE) and any other equipment is available for staff during emergencies. Oversee training, coordination, and implementation of emergency action plans. Conduct all emergency operations in compliance with FEMA and FHWA regulations. Secure hired equipment, emergency resources and establish snow removal and emergency response plans.
  • Manage Resources and Business Functions: Identify trends and project future needs through evaluation and analysis. Analyze problems and implement solutions or offer recommendations. Manage MEL to ensure most effective use of budgets and resources. Oversee Residency to ensure a safe and healthy work environment. Manage fiscal, inventory, and budget to support the District's Dashboard targets. Promote sound and ethical business practices in all fiscal, procurement, inventory activities. Develop sound and thorough budget requests. Ensure expenditures do not exceed allocations. Ensure employees assigned to asset or inventory duties are properly trained.
  • Promote Safety: Lead, promote and enhance the safety program in daily interactions with staff and through special events.
  • Residency Program Coordination: Lead the residency team to deliver programs to ensure that internal and external customers are provided quality and professional service. Assist the Residency Administrator in building and maintaining strong partnerships with district staff; delivering the Residency Program; and developing SYP priorities and strategies. Coordinate with district sections to provide local context and direction regarding project delivery and to receive briefings on project scope and status. Facilitate discussions on sensitive land development issues among stakeholders. Promote communication and collaboration as one team across organizational boundaries. Review development plans and participate in project meetings. Communicate with ACE to ensure designs meet local government needs, help foster economic growth, do not have adverse impacts, and do not conflict with future projects. Take an active role in project scoping.
  • Residency Program Delivery: Assist the Residency Administrator or Resident Engineer in Maintenance and Operations Program Delivery. Administer maintenance budgets and projects effectively to meet Dashboard targets. Expend funds appropriately to maintain assets. Develop and implement plans to use resources (VDOT and alternate) to accomplish program goals. Monitor operations and plans for environmental compliance on projects and activities. Investigate, resolve, and diffuse conflicts. Apply industry best practices while managing maintenance and operations program delivery.
  • Safety Focus: Lead, promote and enhance the safety program in daily interactions with staff and through special events.

  • Considerable knowledge of federal and state rules, regulations, and policies as they relate to transportation.
  • Considerable knowledge of roadway construction and maintenance operations, equipment, materials and techniques.
  • Skill in maintaining effective relationships and building teams.
  • Skill in the use of computers and software applications.
  • Valid driver's license.

  • Additional Considerations:
  • A combination of training, experience, or education in Civil Engineering or related field desired.
  • Experience in budget development and administration using automated financial software systems.
  • Experience in the management of transportation programs and projects of varying complexity.
  • Experience leading and supervising others.
  • Professional Engineer license or Engineer in Training.
