Job Description

This post is in the Crime Insight Team within HMCTS’ Research Insight and Analysis (RIA) Division. The Insight function ensures that user characteristics, behaviours and needs are analysed and shared in inspiring ways to inform decision making throughout HMCTS. This an exciting opportunity to be part of a multidisciplinary function, setting the direction for the use of research and data to create insight across digital services, customer services, and operational delivery teams. This is a hands-on research role within the courts service at a crucial time of change.

You will be carrying out research to improve HMCTS services and the systems and processes underpinning our services. You will be contributing to the evidence base around both HMCTS’ Reform programme and its’ live services, helping to shape future changes and improvements. Projects will focus on the users of HMCTS services (e.g. defendants, victims and witnesses) and professional users of HMCTS systems and processes (e.g. court staff and judges). You will be working in a fast-paced operational environment where things can change quickly, but where there is a real opportunity to help shape frontline services.

We are looking for people who are experienced and passionate about research and insight, with the skills to successfully manage and lead across several projects and varied stakeholders, and the ability to distil and communicate knowledge with clarity.

In this role you will

  • The job holder will be required to undertake the following duties and responsibilities:
  • Managing, conducting and delivering both qualitative and quantitative research as needed. For example, assessing support given to jurors or the implementation of special measures in youth court proceedings; or research and/or synthesis to understand the witness (or other user groups’) experience/journey
  • Supporting/leading evaluations. For example contract managing the large scale multi-year Crime Reform Evaluation, or designing and delivering small-scale in-house evaluations
  • Managing external contractors
  • Collaborating with diverse stakeholders to scope projects whilst developing logical robust methodology
  • Producing timely outputs that offer meaningful, actionable insight
  • Attending and offering insights to groups and committees on an ad-hoc basis

The post holder(s) is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.

Essential skills

  • Existing member of the Government Social Research (GSR) profession
  • Ability to proactively identify, scope and develop research and/or evaluation opportunities and projects in response to organizational needs and emerging evidence gaps
  • Experience of leading and delivering research and/or evaluation projects across the full research lifecycle, from project scoping and research design, through to data collection, analysis, reporting and dissemination of findings
  • Understanding of the strengths and limitations of a wide range of research methods and analytical techniques, with the ability to apply a multidisciplinary approach to address research questions
  • Knowledge and experience of applying data analysis and statistical methods to generate robust evidence and insights
  • Demonstratable experience of using research, analysis and insight to solve issues and/or problems within a business or organisation
  • Excellent verbal and written communication skills, including an ability to develop strong relationships with a range of stakeholders and identify their research needs, and work closely and collaboratively with them.
  • Comfort with managing a diverse portfolio of work, including working with contractors, and ability to manage work flexibly and adapt as priorities change.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.

Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles: All successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale. This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity).

For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.

All candidates who are currently in receipt of Mark Time / Pay Protection should ensure they are familiar with the new policy on permanent and temporary promotion which can be found on the employee intranet.

Flexible working hours
