Job Description

The Operational Contracted Services Division sits within the HMCTS (HM Courts and Tribunal Service) Chief Financial Officer (CFO) Directorate and is led by the Deputy Director of Intelligent Client Capability. It is a fun, dynamic, fast paced and rewarding place to work where no two days are the same. The Contracted Services Division is a nationally structured team with colleagues based across several HMCTS locations. Remote and hybrid working arrangements form an established part of the division's operating model, with collaboration taking place through Microsoft Teams and other digital platforms to ensure effective service delivery regardless of location. The role also requires regular travel to HMCTS locations and supplier premises, as business needs dictate, to support contract management, governance, supplier relationship management and service delivery oversight.

The team works closely with numerous departments and directorates within the Ministry of Justice and external stakeholders. We are responsible for a variety of activities and functions, including:

  • the day-to-day operational contract management for a range of contracted services that support court and tribunal business.
  • ensuring effective and efficient contract procurement cycles.
  • acting as a primary stakeholder to represent the interests of HMCTS and the judiciary.
  • engaging with HMCTS and HMPPS (HM Prisons & Probation Service) Reform Programmes to understand the impact of reform implementation on contracted services and operations, ensuring all contracts are future proof to support the changing landscape.

About the role

The Senior Contract Manager supports the Head of Service to ensure HMCTS and pan MOJ contracts meet their objectives and deliver the required outputs and benefits in supporting the administration of justice, and continue to meet our needs, both at a day-to-day service level but also considering the evolution of requirements and capability to support the delivery of justice into the future.

The role will act as a primary stakeholder to represent the interests of HMCTS and the judiciary in contract management issues and be responsible for the day-to-day operational contract management and/or stakeholder engagement, with/for a range of contracted services across the wider portfolio of contracts that support court and tribunal business.

Your role as the Senior Contract Manager encompasses several key aspects (but not limited to):

  • Manage and lead of a small team of Contract Managers working on contracted services from across the Division’s portfolio.
  • Responsible for a portfolio of contracts which are wide ranging and at different stages of the contract life cycle.
  • Proactively drive forward improvement opportunities and ensure contracted services are correctly positioned to facilitate HMCTS Operational Delivery and regularly seek out opportunities to provide more responsive services.
  • Accountable for the identification, assessment and management of risks relating to their portfolio of contracts.

Your role as Senior Contract Manager will encompass several key responsibilities listed below (but not limited to):

Essential skills

  • Capable operational contract management professional with experience of managing contracts and services, including commercial awareness and/or knowledge of contract or service delivery in the courts; ensuring that through working with others the courts do what is necessary for them to ensure effective service delivery.
  • Qualification Contract Management Capability Programme.
  • Practical application of the Contract Management Playbook.
  • Stakeholder engagement skills and supplier management experience with a proven track record of gaining positive outcomes through proactive supplier/stakeholder relationship management.
  • Excellent people leadership skills with experience of managing a team with a clear focus on wellbeing and development and be comfortable in actively championing diversity and inclusion across the team.
  • Planning skills to be able to develop contract management plans and/or guidance that will meet core areas of operational contracted service delivery.
  • The ability to work independently: researching documentation and engaging others to develop own understanding, evaluating options to determine the best way forward and managing own workload to meet objectives while adhering to deadlines.
  • Experience of using performance data and management information to drive service improvements and informed decision-making.
  • Excellent written and verbal communication skills to be able to articulate the contract service management issues and provide consistent and compelling advice to senior management and stakeholders.
  • Strong IT skills are essential, with a high level of proficiency required across Microsoft Office applications, including Excel, Outlook, and Word.

Salary details

New recruits to the Civil Service joining MoJ are expected to join at the band minimum.

Existing Civil Servants applying on promotion, will usually be appointed on the salary minimum of the new pay band, or receive an increase of 10 percent on the current base salary, whichever is higher (This is restricted to the pay maximum of the new band).

Travel requirements

There will be a requirement to travel frequently to any HMCTS sites, HM Government locations and supplier premises in line with business needs.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.

Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles: All successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale. This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity).

For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.
