Job Description
Leads strategic agency efforts for Central Office Infrastructure Investment Division (IID) planning and investment management functions. Leads statewide strategic planning initiatives; establishes statewide policy, training, and guidance; and oversees data, reports, and IT systems to support construction program delivery, project development and delivery, project financial analysis and closeout, and advancement of the department’s long-term infrastructure and financial goals.
How you will contribute:
Cross-Functional : Oversee Central Office Infrastructure Investments Division (IID) planning and investment management program and coordinate efforts with other Central Office Divisions and the districts. Anticipate and balance the needs of multiple internal and external stakeholders. Apply knowledge of business and the transportation industry to advance the Division’s interests. Develop staff to meet individual and IID goals and provide strategic leadership to drive results. Lead Central Office efforts to communicate with internal and external stakeholders, facilitate training and compliance activities, and represent the Division. Build partnerships with the public, General Assembly members, and CTB members. Ensure compliance with federal and state policies and procedures across the cross-functional areas. Develop, maintain, and operate statewide IT systems to support planning and investment activities, including the iSYP Suite, SMART Portal, and Project Closeout Application.
Financial and Federal Funds Management: Establish policies and guidance related to the financial life cycle of projects from initiation through final closeout. Coordinate with other Central Office Divisions and districts to ensure that federal, state, and other funds are managed appropriately by ensuring that financial analysis, reporting, and reconciliation are in compliance with state and federal financial management principles and performance metrics. Coordinate with other Central Office Divisions to conduct activities associated with financial management of projects including TIP/STIP development, amendments, and modifications; annual obligation reporting, FIRE, federal authorizations, federal final vouchers; and project closeouts. Ensure all activities are conducted in compliance with state and federal program guidelines and communications with external stakeholders.
Local Programs Support: Lead IID activities associated with state-wide program coordination and locally administered project delivery and performance.
Planning: Establish policies and guidance for pre-project development activities and coordinate efforts with stakeholders and other cross-functional groups such as TMPD, L&D, Traffic Operations, Environmental, etc. Oversee and lead Central Office IID efforts related to the transportation planning process including planning and technical studies, performance metrics, and project prioritization processes. Support district efforts to collaborate with regional planning organizations to develop their long-range plans and prioritize projects for funding.
Portfolio Development and Management: Establish policies and guidance related to the Department’s Portfolio development and management and coordinate efforts across Central Office Divisions and the districts. Oversee Central Office IID staff in developing, managing and updating federal, state and regional funding levels and assessing related portfolio impacts. Align financial and other resources to support construction program delivery across multiple years. Lead efforts of internal and external stakeholders to drive results and advance the Department’s strategic and long-term infrastructure and financial goals. Lead Central Office efforts associated with development and management of the construction program and ensure related activities are coordinated with external stakeholders.

Skill in gathering and analyzing substantially large and complex data sets to identify problems, develop solutions, forecast, monitor outcomes and generate reports.
Skill in maneuvering through complex political situations effectively to meet Commonwealth transportation goals.
Skill in the use of computers and web-based applications to include automated financial and project management programs.

Additional Considerations:
A combination of training, experience or education in Public Policy, Business Administration, Finance, Civil Engineering or related field desired.
Experience in business administration to include planning, budgeting and human resources development.
Experience in developing, interpreting, applying and making changes to policies, procedures, rules and regulations.
Experience in supervisory principles and practices to include performance management and discipline.
Experience managing complex change and implementing programs, policies, procedures, and long-range goals.
Experience presenting complex information to internal and external stakeholders and special interest groups.
Familiarity with civil and transportation engineering.
